The Secretary of Public Security and Social Defense of Pará (Segup), through the Directorate of Public Policies and Social Prevention (DPS), in partnership with the Institute of Security Education of Pará (Iesp), promoted the training of the first class of 2025 of the course "Targeted Assistance to the Homeless Population." The training aims to qualify professionals for a more sensitive, efficient, and humanized approach to people in situations of social vulnerability.

Held at the State School of Public Governance of Pará (EGPA) in Belém, the course had the participation of 45 attendees. Representatives from the Military Police of Pará, Military Fire Brigade, Civil Police, Municipal Guard of Belém, Papa João XXIII Foundation (Funpapa), Guardianship Council, SAIF I and II, POP Center São Brás, CREAS, as well as the municipal secretariats of Citizenship, Social Assistance, and Human Rights (Semcad) and Government (Segov) were present.

The training aims to prepare security agents and professionals in the assistance network to promote more humanized approaches, strengthening the institutional culture of respect for human rights. According to the director of DPS/Segup, delegate Ariane Melo, the initiative represents a pioneering strategy of the State to improve the public security system in serving vulnerable populations.

“With this training, we can start a more linear and systemic work, aiming to qualify police approaches, ensuring proper direction to the assistance networks,” highlighted the delegate.

During the two days of activities, participants had access to content on public assistance policies, the reality of the homeless population in Brazil and Pará, as well as practical workshops and interactive dynamics. The proposal is to broaden the agents' understanding of the social context of these individuals and to stimulate integrated action between public security and social assistance.

For the director of Iesp, Colonel Walder Braga, the course directly contributes to addressing the social invisibility of this population and consolidating the protective role of public institutions. “More than improving the service provided, this training promotes institutional exchange, bringing closer the professionals who work directly with this public. It is our duty to protect without discrimination, care without repression, and recognize each person in a homeless situation as a subject full of rights,” emphasized the colonel.

The director of Semcad, Jackson Costa, emphasized that the training provides essential support for professionals working on the front lines of reception. “The training helps us ensure a more qualified and dignified service. Knowing how to make the correct referrals in each sector is fundamental to improving the quality of life of these individuals, even in the adverse conditions in which they live,” he stated.

The superintendent of Funpapa, Emília Sanova, reinforced the importance of coordination among public agencies so that the services result in concrete actions. “Belém has recorded a significant increase in the homeless population. We need to unite efforts among all institutions that work with social policies to achieve effective results,” she concluded.
