State holds public hearing for PPA review and preparation of LOA 2026 in Marabá

The Planning and Administration Secretariat (Seplad) emphasizes the importance of public hearings for listening to the population and public agency technicians

To align and adjust the goals established during the review process of the Multiannual Plan (PPA) 2024-2027, the Government of Pará, through the State Secretariat of Planning and Administration (Seplad), and the Regional Government Secretariat of the South and Southeast of the State, held a public hearing on Tuesday (3) in the municipality of Marabá, Integration Region. During the meeting, proposals for the preparation of the Annual Budget Law (LOA) 2026 were also discussed.

According to Nazaré Nascimento, technical advisor of the Undersecretariat of Planning and Budget (Sapor), the public hearing represents an important moment for listening to both the population and the technicians from the agencies.

“It is a moment when we need to hear the population here in the region. We need to be connected with the representatives of each municipality so that we can collect these demands. It is in this space, of review, that we will verify what actions and projects will be included in the PPA. The presence of the technician is essential, as they work on the other side, they listen, visualize the action that is planned within the public agency, and how they will be able to understand this, how they will be able to expand to meet that demand,” explained Nazaré.

The hearing is part of the PPA review process and the preparation of the LOA, fundamental instruments for the planning and management of state public policies. Public hearings play an essential role in promoting civic education, contributing to the awareness of society on issues that directly impact the lives of the population.

“We have been at the Regional Secretariat since the beginning of the first Helder government, with the mission of planning and coordinating actions for the 38 municipalities in the South and Southeast regions of the state. We work in partnership with all secretariats, including Seplad, participating in debates and public hearings over the years. This joint work has ensured that the priorities of the population are present in public policies. Now, with this event, we seek to strengthen the participation of civil society in the review of the PPA and the construction of LOA 2026, ensuring that the main demands are heard and considered,” declared João Chamon Neto, regional government secretary for the South and Southeast of Pará.

During the public hearing, examples of demands from society that have already been met in the PPA for the years 2024 and 2025 were presented. Among the highlighted actions are the construction of the Usina da Paz and the Polyclinic in Marabá, the renovation and expansion of school units in Sapucaia, Piçarra, and Parauapebas, the implementation of professional and technological education in Marabá and Parauapebas, as well as the construction of the Municipal Hospital of Eldorado do Carajás. These initiatives demonstrate the alignment of state planning with the regional needs identified through popular participation.

“It is very good to participate in this process from the beginning, right? I have been here since the first moment. So, thinking about Pará in the long and medium term is essential for us to effectively implement our actions for the people of Pará as a whole. So, for me, it is of utmost importance today to receive the opportunity again to see what has been done and rethink what we need to do so that Pará continues to be great, powerful, and that we have all our objectives achieved. So, it is a joy to be here, it is a joy to participate and see that our Pará has people who think about it in the long term, but also thinking about the present so that the future is even better,” pointed out Gilmara Neves, vice president of the State Council of Women.

The review of the PPA, prepared in 2023, considers the need for adjustments based on the execution of the 2024 exercise and on conjunctural changes identified throughout the period. The objective is to update both the structure of the plan and the previously established goals, focusing on the new perspective of revenue collection and the better distribution of these resources in the form of services and investments for the population, especially for the biennium 2026-2027.

Luiz Silva, indigenous education teacher and social assistance counselor for the municipality of Marabá, talks about the importance of the public hearing.

“This moment when the State Government brings this proposal, which is to bring the review of the PPA and the preparation of the LOA, through a study that has already been done previously, so that we can see how this distribution is. It is a crucial moment, very important for our region, especially the Carajás region. A region so rich and at the same time a region that needs greater support from public services, and we as professionals in indigenous education in our state, here in the Southeast of the state of Pará, in the municipality of Bom Jesus, we know the difficulties we face in our daily lives, the lack of basic sanitation, the lack of a comprehensive resource planned for indigenous education, so this moment serves for us to reflect and it is also the moment when we point out our challenges. It is a review, right, but through this dialogue that I think we start to build strengthened public policies,” said the professor.

Multiannual Plan – The Multiannual Plan is one of the main planning instruments of the State, as it establishes the guidelines, strategic investments, and structuring actions that will guide the Government's actions over the next four years. Its preparation is a requirement provided for in Article 165, §1 of the Federal Constitution and by Article 204 of the State Constitution. The PPA comes into effect from the second year of the government mandate and must be followed until the first year of the following mandate.

Annual Budget Law (LOA) – The Annual Budget Law (LOA) is the device that estimates revenues and authorizes government expenditures according to the revenue forecast. The objective of the LOA, which results in the General State Budget, is to realize the goals proposed in the PPA, according to the guidelines established by the Budgetary Guidelines Law (LDO).

Focusing on the regionalization of actions and the alignment between public policies and the demands of the territories, the Government of Pará reinforces the importance of society's participation in this process. In addition to in-person participation, the population can also contribute and send their demands and suggestions through the "Planeja Cidadão" website. Online contributions can be submitted until June 20.

The next municipality to receive the public hearing for the review of the PPA 2024-2027 and the LOA 2026 will be Santarém, in the Lower Amazon region. The hearing will be held on June 10, starting at 9 am, at the Sebastião Tapajós Convention Center, located at Avenida Eng. Fernando Guilhon, No. 1181.
