Civil Police publishes ordinance establishing rules for holding events during the June festivities
The aim is to regulate the holding of traditional events, specifying times, license requests, prohibitions, use of sound, among others
The Civil Police of the State of Pará published Ordinance No. 018/2025, which establishes the rules for holding events from June 1 to June 30. Since last Sunday, June 1, the rules have been in effect throughout Pará following publication in the Official State Gazette (DOE) on May 6, 2025.
The ordinance aims to regulate the holding of traditional June festivities, specifying times, license requests, prohibitions, use of sound, among others, and their respective authorization within the Civil Police of the State of Pará.
Dates and times - In Belém, the celebrations and events of the June festivities must be held, without extension, from June 1 to June 30 of the current year and during the times provided in municipal legislation.
- From Sunday to Wednesday until 00h
- On Thursday until 01h
- On Friday, Saturday, and the eve of holidays until 04h.
In the interior of the State, each municipality must mandatorily observe the existence of local municipal legislation in force that addresses the timing of events, enforcing, when existing, the Municipal Law on the operating hours of commercial establishments that do not conflict with state and federal laws.
Licenses - Those responsible for promoting June parties and other events must request from the Division of Administrative Police (DPA) of the Civil Police, within three business days before the event, the registration and inspection of the location where the program will take place for the purpose of granting a license.
The inspection will verify the conditions of electrical, hydraulic, and hydrosanitary installations; intensity, arrangement, and propagation of the sound service in the environment; physical installations and security systems; fences and emergency exits, and other essential aspects for safety.
At the time, it is mandatory to present the Special Licensing of Sound Source, issued by the Municipal Secretary of the Environment, and the license from the Military Fire Department, if necessary.
Noise pollution - Only the use of domestic sound will be allowed, and the use of sound equipment of any size is prohibited, as is charging admission on public roads and in unregistered, unlicensed, and therefore unauthorized locations by the Division of Administrative Police (DPA) and the competent authorities.
Also, the placement of sound propagation sources, such as speakers, projectors, mobile advertising, electric trios, and sound in private vehicles will not be allowed in the external area of the events.
Educational establishments - The ordinance stipulates that festive events in educational establishments will only be granted a license by the DPA after the presentation of authorization from the school administration, the Sound Source License issued by the Municipal Secretary of the Environment, and the license from the Military Fire Department or equivalent agency. Under no circumstances should the sale or free provision of alcoholic beverages occur in these venues, and the use of domestic sound will be observed.
Prohibitions - The ordinance prohibits the holding of festive events in locations that do not comply with the minimum distance of 200 meters from hospitals and fuel stations. The holding of any June event on public roads - central medians, sidewalks, walkways, villages, alleys, squares, and other public places - is also prohibited, except for those of a recognized cultural, folkloric, and family nature, provided they obtain prior authorization from the competent authorities, such as DPA, Military Fire Department, municipal traffic, culture, and environment agencies, as well as the National Institute of Historical and Artistic Heritage (Iphan) and the Department of Historical, Artistic, and Cultural Heritage of the State of Pará (DPHAC).
The use of inflatable balloons of any kind is prohibited; burning and selling of June fireworks and derivatives of high explosive power without authorization from the competent authorities; setting up natural bonfires less than 200 meters from service stations and fuel distribution points, warehouses, or other establishments that store flammable, explosive, or hazardous materials, as well as hospitals, schools, public buildings, garages, vehicle parking lots, straw tents, or in locations that may harm electrical or telephone networks.
The ordinance also prohibits the sale of beverages in glass containers in locations where June parties are held and in their surroundings, requiring the event organizer to ensure the cleaning and maintenance of the vicinity of the party location, including its operational area on streets and sidewalks, after the event and the clearing of public spaces, aiming to collect any objects and trash left by participants and attendees.
The presence of children and adolescents at dance parties is conditioned to the terms of the joint ordinance of the Childhood and Youth Court of the municipality of Belém, and in other municipalities, the ordinance of the local court.
Inspection - The responsibility for enforcing Ordinance No. 018/2025 lies with the Division of Administrative Police, Urban Sections, Specialized Divisions, Regional Superintendencies, and Civil Police Stations in the jurisdiction where the event takes place and related agencies, within their respective responsibilities, considering public safety and collective interest.
The head of each police unit, in case of transgression by the event organizer, must interrupt the party and forward a copy of the Occurrence Report or initiated police procedure to the Division of Administrative Police for evaluation regarding the granting of a new license, in order to maintain public order.
Occurrences of recorded offenses involving public entertainment establishments will result in the immediate closure of the location and possible retention and/or revocation of the operating license.
