In São Paulo, Helder Barbalho highlights preparations for COP30 and reinforces the urgency of climate financing
The governor presented the progress of the works and the logistical plan being executed to welcome heads of state, international delegations, and civil society in the capital of Pará during the conference in November

At the 4th edition of the Esfera Forum, held this Friday (6) in Guarujá (SP), the governor of Pará, Helder Barbalho, during his participation in the event, highlighted the state's preparations for the COP30, in November 2025, in Belém, and called for greater global commitment to climate financing. The Esfera Forum brings together political and business leaders to discuss central themes for Brazil's development, including sustainability, energy transition, public safety, and innovation.
The head of the state executive participated in the panel "Regional Powers, National Challenges," alongside governors Cláudio Castro from Rio de Janeiro and Romeu Zema from Minas Gerais.
"It is a fact that climate urgencies increasingly challenge us to ensure that COP can be implemented, so that we can effectively extract from this moment important content for climate financing, with goals that can ensure emission reductions and containment of global temperature rise," said the governor, reinforcing the importance of the conference as a decisive space for concrete advances.
Helder Barbalho also presented the progress of the works and the logistical plan being executed to welcome heads of state, international delegations, and civil society in the capital of Pará.
"Works on schedule, planning in full execution, guaranteeing that we will fully comply with the works schedule to prepare Belém for COP in November," he assured.
According to the governor of Pará, in addition to hosting one of the most important climate events in the world, the goal is for Belém to establish itself as a permanent environmental reference hub.
"Working to ensure that the opportunity to host COP leaves a legacy of infrastructure for the city of Belém, so that it consolidates the strategy of Belém as the capital of the Amazon, as the capital of the forest, and of course, while we advance with the environmental legacy, with the actions that the government of Pará has carried out," he said.
Environmental Responsibility Law
"Yesterday, on World Environment Day, we enacted the Environmental Responsibility Law to boost financing for the sustainability agenda and ensure that Pará can, on one hand, combat environmental illegalities, but on the other, also have the capacity to build a new economy based on nature, with incentives for low-emission activities, reconciling the sustainability agenda, preservation, but above all understanding that we need to provide opportunities for the local population to achieve social development," he stated.

Preparation and legacy for Belém
Still at the event, the governor emphasized to those present all the hospitality and infrastructure measures being implemented to ensure the capacity to host COP30.
"We are consolidating hospitality strategies to ensure the necessary bed supply based on what was diagnosed from the demands when we were in Baku, Azerbaijan. We are absolutely convinced that the strategy is absolutely ready for execution.
Among the highlights are 8 new hotels under construction, the use of two cruise ships contracted by the federal government, which will guarantee five thousand extra beds, and the construction of a "Leaders' Village" with 400 beds near the Blue and Green Zones - official COP areas designated for diplomatic negotiations and civil society actions.
"Eight new hotels being implemented, thus increasing the bed supply. We already have 19 thousand beds through seasonal rental apps. A hotel being built by the state in the concept of a Leaders' Village, with 400 beds to offer to delegations, including connected to the location where the Blue Zone and the Green Zone will be," he explained.
Brazil and the Amazon at the center of the climate debate
Helder also stressed that COP30 will be a unique opportunity for Brazil to demonstrate to the world the advances in combating deforestation and transitioning to a green economy. According to him, it is essential that the Amazon can be an agent of the new economy, combining conservation with social development.
"Brazil has the opportunity to present what it is doing, what it is achieving assertively. It has the opportunity to show the fight against deforestation, which presents important numbers of deforestation reduction, the actions of green economies that can allow the transition of the economic model, and particularly the Amazon has this challenge, to ensure that land use is sustainable, from sustainable livestock to sustainable grain production, the agenda of restoring areas through productive activities like cocoa and açaí," he concluded.
