Official State Gazette reaches 134 years of transparency and modernization
A historic publication of public communication in Pará, the DOE was created in 1891 and maintains a commitment to information for the entire Pará society

The Official State Gazette of Pará (DOE) celebrates, this Wednesday (11), 134 years of existence, consolidating itself as a fundamental instrument of transparency and official communication between the Government of Pará and society. Since its first edition, published on June 11, 1891, the DOE has been recording, daily, the official acts of the state public power, municipalities, and private companies that wish to formally publicize legal documents.
Currently published in a 100% digital format, through the website of the Official Press of the State of Pará (IOEPA), the DOE has undergone significant transformations throughout its trajectory, keeping pace with technological advances and the demands of an increasingly connected audience attentive to the exercise of citizenship. In 2019, the printed version was discontinued, consolidating the process of modernization and sustainability of the official newspaper.

"The Official Gazette is more than a government newspaper. It is a living document of the political, economic, and institutional history of Pará," says the president of IOEPA, Jorge Panzera.
"Today, it is a secure, auditable, and accessible system that guarantees not only the legality of administrative acts but also strengthens social control and citizen participation. It has been 134 years reflecting public transparency and the evolution of our State."
A modern and secure system
The DOE currently operates based on an integrated electronic system, the eDiário, which allows for the digital submission and tracking of materials by agencies and institutions. After submission, each content undergoes a rigorous process of review, layout, and legal compliance checking before being published in editions that can exceed 150 pages daily.
Among the most published documents are appointment orders, bids, decrees, dismissals, balance sheets, notices, and normative acts from secretariats, autarchies, foundations, municipalities, and private companies. Thus, the DOE ensures publicity for administrative and legal acts, reinforcing the principle of legality that governs public administration.
"The work of the IOEPA team has been essential to ensure the quality and agility of this process. We have managed to make the DOE one of the most modern in Brazil, and this is a source of pride for the entire State," emphasizes Panzera.
A legacy in motion
The history of the DOE is also the history of the Official Press of the State of Pará itself, created on April 14, 1890, by state decree No. 137, signed by then-governor Justo Leite Chermont. The first edition of the Gazette was printed almost a year later, already in 1891, consolidating the role of IOEPA as the body responsible for the dissemination of public acts.

Over the years, the DOE has withstood the political and social changes in the country, adapting to new times without giving up its mission: to ensure access to public information with responsibility, clarity, and credibility. The digital version has also brought advances in accessibility, allowing any citizen, from anywhere in Pará or Brazil, to access the editions through the IOEPA website: www.ioepa.com.br.
The importance and recognition of the DOE go beyond the limits of the state. Recently, Ioepa was elected to preside over the Brazilian Association of Official Press (ABIO). The choice, unanimously approved during a general assembly, highlights the prominence of Ioepa in the national scenario, especially for modernization actions, such as the complete digitization of the DOE and the implementation of transparency policies. This recognition reinforces the commitment of the Government of Pará to make public communication increasingly accessible, secure, and efficient for all of society.
