At Amazon Energy 2025, Codec highlights the role of Pará in the energy transition
The company reinforced technical support to investors and integrated action with Semas in environmental licensing processes
The Economic Development Company of Pará (Codec) reinforced, this Thursday (26), the prominence of the State in the sustainable development agenda during its participation in Amazon Energy 2025, held at the headquarters of the Federation of Industries of the State of Pará (Fiepa), in Belém. The Company integrated Panel 16 – Perspectives, Opportunities, and Challenges: from Licensing to Operation – alongside the State Secretariat for the Environment, Climate, and Sustainability (Semas), to discuss the paths that enable energy enterprises, with environmental responsibility, in the Amazon region.

The panel was mediated by Claudio Nunes, executive director of Exploration and Production at the Brazilian Institute of Oil (IBP), and included the participation of environmental engineer Amanda Karolina Santos from Codec, and the deputy secretary of Semas, Rodolpho Zahluth Bastos. The table discussed the challenges faced by investors in licensing processes, the importance of integration between public agencies, and the role of state environmental policies in enabling projects.
Moderation - Amanda Karolina presented the Company's role in mediating between the productive sector and the state government, emphasizing guidance to investors and institutional articulation aimed at advancing sustainable projects.
“Codec acts from the first contact with the entrepreneur, gathering strategic information about the project, bringing together the involved actors, and helping to build a more efficient path for the implementation of enterprises. Our role is to ensure that the investment finds a prepared territory,” said the environmental engineer.
Amanda Karolina emphasized that the Company contributes to the technical mapping of projects and assists the investor in identifying the type of licensing required, considering the nature of the activity and the installation area. “It is common for the entrepreneur to arrive with questions about the process. Based on preliminary information, we can already indicate whether the licensing will be municipal or state, and we forward it to the competent agencies. This articulation avoids rework and gives more fluidity to the process,” she added.
She also highlighted the integrated action with Semas and the importance of maintaining a direct channel with the technical teams of municipal and state environmental agencies. “We closely monitor the enterprises, and this also includes guidance on the necessary documentation, deadlines, and even suggesting the search for local consultancies that know the territory. The partnership with Semas is essential to provide agility and consistency to the procedures,” reinforced the Codec representative.

Combating pollution - In the panel, Semas presented the advances of the State in the environmental and energy areas, including the Decarbonization Plan for the Electric Sector, which foresees the replacement of diesel thermoelectric plants with less polluting sources by 2026. Another highlight was the Hydro Alunorte project, which converted the use of oil to natural gas, significantly reducing pollutant gas emissions. The Secretariat also shared actions to strengthen traditional communities and experiences in ESG applied to productive activities in the State.
In addition to participating in the panel, managers Manoel Ibipina from the Investment Attraction Directorate and Ruy Klautau from the Infrastructure Development Directorate attended the event. “Participating in events like Amazon Energy is essential to position Pará at the center of discussions on energy transition and sustainable development. Codec's mission is to attract investments that respect the environmental vocation of the State and contribute to the growth of our economy. Being present, listening to the productive sector, and presenting the solutions that the government has been building is an essential part of this work,” highlighted Manoel Ibiapina.
The Company reinforced at the event the positioning of the Government of Pará as a national reference in attracting sustainable investments in the Amazon.
