Artran strengthens oversight on the roads and expands the fight against illegal transportation

In its first year of operation, the Agency advances in road oversight operations and increases the safety and well-being of passengers

One year ago, Artran (Agency for Regulation and Control of Public Transport Services of Pará) began full operations after the completion of the transition process with Arcon, which now operates with natural gas, sanitation, energy, and the metropolitan transportation system.

Since then, Artran has been responsible for regulating road and waterway transport, and has strengthened its presence on the roads by consolidating its actions with intermunicipal passenger transport and expanding the fight against illegal transportation throughout the state of Pará.

“This has been a year of structuring, learning, and presence. We moved from a transition period to effective, technical, and close action with the population. The increase in the number of inspections is a direct reflection of this,” highlights Luciano Dias, head of Artran.

During the Corpus Christi operation, for example, conducted from June 19 to 22, Artran covered 19 municipalities in Pará in a strategic action that resulted in 157 inspections, 80 infraction notices, and three seizures, including two illegal vehicles and one authorized vehicle operating outside legal conditions. The operation took place in regions with a history of illegal circulation, such as Marabá, Parauapebas, Tucuruí, Bragança, Moju, Tailândia, Novo Progresso, and Santa Bárbara.

Throughout 2025, Artran teams were also present in the municipalities of Abaetetuba, Acará, Altamira, Ananindeua, Barcarena, Belém, Benevides, Breu Branco, Bujaru, Cametá, Canaã dos Carajás, Capitão Poço, Capanema, Castanhal, Concórdia do Pará, Mosqueiro District, Goianésia do Pará, Igarapé-Açu, Igarapé-Miri, Ipixuna do Pará, Irituia, Itaituba, Jacundá, Mãe do Rio, Marituba, Novo Repartimento, Paragominas, Redenção, Salinópolis, Santa Izabel do Pará, Santa Maria do Pará, Santarém, Santo Antônio do Tauá, São João de Pirabas, São Miguel do Guamá, Sapucaia, Santana do Araguaia, Vigia, Vitória do Xingu, and Xinguara.

The Agency's strategy has been to reinforce fieldwork during long holidays and dates of high traffic, but also to ensure regular action throughout the year. “With each new operation, we improve our routes, train our staff, and adjust the control points. Oversight has shifted from being seasonal to being constant and strategic,” says the oversight director, Wildson Mello.

In addition to the roads, Artran also operates in bus terminals focusing on passenger guidance, document verification, safety inspections, and oversight of compliance with gratuities. The Coordinator of Road Transport at Artran, José Cruz, emphasizes that illegal transportation poses serious risks because it does not offer technical inspections, passenger insurance, or route control or passenger numbers.

“Our role is to ensure that citizens travel safely and confidently. And this is only possible with active oversight, dialogue with the population, and the institutional strengthening we have achieved in the past year,” points out José Cruz.

- 18 vehicles removed (15 illegal and 3 authorized in irregular situations)

May:
- 998 inspections
- Nearly 700 infraction notices issued
- 16 seizures (9 illegal and 7 authorized in irregular situations)

June:
- 876 inspections
- 538 infraction notices
- 12 seizures (7 illegal and 5 authorized in irregular situations)

July (1st to 10th):
- 222 inspections in 13 municipalities
- 132 infraction notices.
