Semas promotes dialogue on the Jurisdictional REDD+ System in Pará and reinforces public transparency during climate event

On this Thursday (17), the State Secretariat for the Environment, Climate and Sustainability (Semas) expanded the experiences of building the Jurisdictional REDD+ System in Pará (SISJREDD+) with the event "Dialogues on the Jurisdictional REDD+ System in Pará," part of the programming for the Amazon Climate Week.

In addition to Semas, representatives from the State Secretariat for Family Agriculture (SEAF) and the State Secretariat for Racial Equality and Human Rights (SEIRDH) were present.

The program included thematic panels that discussed different aspects and components that integrate the process of building the SISJREDD+ in Pará. Highlights included compliance with socio-environmental safeguards and the first experiences with Free, Prior and Informed Consultations (CLPIs) for the implementation of REDD+, which are essential to ensure the protagonism and rights of local communities in the process.

"The SISJREDD+ is the result of a collective effort that places social participation at the center of climate decisions. We are committed to building a system that respects the rights of forest peoples, ensures socio-environmental safeguards, and engages with local realities. We remain committed to transparency, access to information, and strengthening climate governance in Pará," stated Renata Nobre, Deputy Secretary for Water and Climate Management at Semas.

It was also recalled the main stages and components of the timeline through which the process has passed to reach the current phase, the expansion of the participatory process, the high integrity of jurisdictional carbon credits to meet rigorous markets, and federal integration, key points and relation to the law that regulates the carbon market in Brazil, the collective process in building the Consultation Plans and the start of Free, Prior and Informed Consultations (CLPIs), among others.

"The social participation of the populations living in the forest is fundamental. Holding events in public spaces, like this park - the 'city forest' - reinforces the importance of transparency and access for all. It is in these moments that the value of community sciences of traditional populations, which have always been evolved, is affirmed.
We are not owners of nature; we are part of it. Our lives are connected to all others. This harmony that communities have built with nature needs to be recognized. The exchange between city and forest must happen, and public policy is made with the participation of all," said Ivanildo Brilhante, coordinator of the National Council of Extractive Populations (CNS) and panelist at the event.

"It is very important that climate governance is built from the diverse peoples that inhabit the Amazon with the support of public agencies and civil society. There is a desirable innovation in the role assumed by Semas in building the Jurisdictional REDD+ System; it is a living and participatory constitution, with broad debate and acceptance of multiple voices, and the improvement will occur with monitoring and evaluation practices. The most important aspect, which is effective social participation, is underway," emphasized Herena Maués, Agrarian Justice Promoter of the Public Ministry of the State of Pará and panelist at the event.

The program concluded with the sharing of experiences from the CLPIs already conducted, as well as expectations for the others planned, which are part of the largest consultation process with Indigenous Peoples, Quilombolas, Traditional Communities, and Family Farmers ever conducted in Pará.
