In Outeiro, security actions are intensified on the third weekend of July

Outeiro is one of the districts of Belém that receives specific attention and planning due to the significant number of people seeking its river beaches during the summer.

Guidance on the use of lines with cerol

The third weekend of July (19 and 20) recorded intense activity on the beaches of the Outeiro district, belonging to Belém. To ensure public order and the tranquility of residents and summer visitors, integrated security forces intensified preventive and ostensive actions under the Summer Operation 2025, coordinated by the State Secretariat for Public Security and Social Defense (Segup).

According to the head of the State Secretariat for Public Security and Social Defense, Ualame Machado, Outeiro is one of the districts of Belém that always receives specific attention and planning due to the public seeking its river beaches during this period. “We are covering Outeiro with reinforcements from the Military Police, Civil Police, Military Fire Brigade, in addition to municipal security and traffic agencies, so that people can have fun and we can ensure order, safety, and protect lives. Furthermore, Segup teams are part of the preventive actions, such as raising awareness and monitoring the use of cutting lines, as we know this is a time when this type of material is used more, especially by children. We have been reinforcing actions for four weeks, and we will continue until August 4 with the conclusion of the Summer Operation,” explained Ualame Machado.

Integrating the team, Delegate Delcio Santos, supervisor of the Outeiro Police Station, reiterated the importance of this integrated operation with other agencies of the Public Security System. “Together, we are ensuring guidance and prevention regarding the non-use of Chilean line for flying kites; guidance to summer visitors and vendors regarding reports related to Violence against Women, and guidance regarding all forms of violence against children and adolescents, including the posting of explanatory posters. This will certainly directly reflect in the reduction of occurrence records and police procedures related to these crimes,” he explained.

Reinforcement - The awareness and monitoring actions related to the use of lines with cerol, crimes against children, adolescents, and women, and the reinforcement of official channels for accessing security are among the main activities developed by Segup staff, through the Directorate of Public Policies and Social Prevention (DPS), in conjunction with the Civil and Military Police, Military Fire Brigade, and Civil Defense Coordination.

Among the topics addressed is “Do not use cerol,” reinforcing the legislation that prohibits the manufacture, sale, and use of cutting lines, whether with cerol or Chilean, to prevent accidents and ensure the safety of children and adults.

“Preventive actions aim to provide guidance to the population in order to preserve the safety of everyone, especially children who often do not have a sense of danger when using this material,” emphasized the director of Public Policies and Social Prevention of Segup, Ariane Santos.

During the actions carried out on Saturday (19) and this Sunday (20), about 30 spools and rolls of lines with cerol were removed, which were being used to fly kites on the Amor and Grande beaches. The material was removed, and people were informed about the prohibition.

Care - For the self-employed Arlete Ferreira, who enjoyed Sunday with her family at Praia Grande, the action improves safety so that people can enjoy without taking risks. “This action is very good because we don’t have to seek help from Segup or the police to report people with cerol line, because that is a risk. I almost had a cut on my neck because of this. You being here is very important because it shows care. Congratulations,” said Arlete.

Another campaign reinforced over the weekend was against sexual harassment, with the slogan “No means no!”, along with the fight against the sexual exploitation of children and adolescents, and the services available at the Virtual Women's Assistance Police Station, which facilitates the reporting of occurrences from wherever the victim is. During the approaches, beachgoers received flyers and stickers with information.

Information - With an Advanced Service Post installed in the parking lot of Praia Grande, teams from the Military Fire Brigade and Civil Defense provide information and remain on standby until the end of the Summer Operation in August.

In addition to lifeguards at the posts installed on the beach, capable of providing any assistance in the water or in case of accidents, specialized teams are on standby. Military personnel from Civil Defense integrated the actions, guiding parents and guardians about care for children, and distributing 420 identification bracelets for families arriving, necessary in case children get lost from their relatives.
