Sanitation concession boosts job creation in Pará
More than 220 positions will be opened to meet the start of the concession

Adopted by the Government of Pará as a strategy to universalize access to drinking water and domestic sewage treatment, the sanitation concession is already beginning to directly impact other indicators such as job creation. At least 220 new positions will be opened in the coming days for hiring by the company Águas do Pará, the concessionaire that has taken over sanitation services in 99 municipalities in the state. Professionals from all cities where the company will operate can apply, and part of the positions will be allocated to residents of Vila da Barca, one of the first areas to benefit from new sanitation works.
The creation of new positions in this sanitation management model is a reality. The latest data from the National Sanitation Information System (SNIS) indicates that for every R$ 1 million invested, 48 jobs are generated. The National Association and Union of Private Concessionaires of Public Water and Sewage Services (ABCON SINDCON) points out that, for the scenario of universalizing sanitation, at least another 1.5 million jobs will be needed in the country.
"These are works that will bring treated water and sewage collection to millions of people in Pará. This is infrastructure, yes. But it is also dignity, public health, and development, generating jobs and boosting the local economy. Thousands of families will have the chance to work on these projects and participate in building the future we want," says the governor of Pará, Helder Barbalho.
In Pará, the expectation is that 42,000 direct and indirect jobs will be generated over the 40-year contract with Águas do Pará. In this first selection, the available positions are for operational, administrative, and leadership roles. Professionals from all cities where the company will operate can apply, and the opportunities are eligible for people with disabilities (PCD). “We will prioritize the hiring of local labor. This will be one of the hallmarks of Águas do Pará, and it highlights how the expansion of basic sanitation also reflects economic development for people and cities,” emphasizes the CEO of Águas do Pará, André Facó.
Largest investment in the Legal Amazon
The concession of water and sewage services in 99 cities in Pará will enable more than R$ 15.2 billion in investments over the 40-year contract, with R$ 5.9 billion to be invested in the first five years of operation. This is the largest investment in the history of sanitation in the Legal Amazon.

More than 4.3 million people in Pará will benefit from the universalization of services. The goal for 2033 is to achieve 99% coverage with water supply and 90% with sewage treatment in block A, which includes municipalities in the Metropolitan Region of Belém and Marajó. The universalization of sewage treatment in the Northeast and Southeast regions of Pará (blocks B and D), with 90% coverage, is expected to be achieved by 2039.
Assisted operation - After signing the contract last Monday (14), Águas do Pará began the assisted operation phase. Expected to last up to 180 days, this is the stage where the company maps existing systems, identifies technical and operational priorities, and creates an investment plan aligned with the contractually defined goals. During this phase, the current sanitation operators (Cosanpa and SAAEs) remain responsible for service provision and customer service.
At the request of the State Government, the concessionaire will begin improvements and investments in sanitation in Belém – the capital of COP30 – as soon as possible, as well as in Ananindeua and Marituba, reducing the assisted operation time.* In other municipalities, the definitive operation will occur within up to 180 days, aiming for operational safety, as well as the opportunity to identify areas for improvement and correct them in a timely manner.
