Seduc publishes Normative Instruction with changes to the Pará School Money Program

The new guidelines of the Government of Pará Program have been published in the State Official Gazette, edition of this Wednesday (23)

The State Department of Education (Seduc) announced important changes in two regulations that directly impact the execution of resources from the Pará School Money Program (Prodep). The changes update the rules related to the functioning of School Councils and the application of Prodep resources.

The new guidelines were established through Normative Instruction No. 11/2025-GAB/Seduc, dated July 22, 2025, published in the State Official Gazette this Wednesday (23), signed by the State Secretary of Education, Ricardo Sefer, as provided for in item II of art. 138 of the State Constitution of Pará and in art. 13 of Decree No. 3,230, dated July 28, 2023.

Prodep streamlines school management

One of the main changes is the amendment of paragraph 3 of article 16 of Normative Instruction No. 30/2023, which deals with the Standard Statute of the School Council. With the new wording, the director of the school unit continues to be the president of the School Council. However, in the event of absence or impediment, the vice-director may assume this role as a substitute. If both are absent, the presidency will be exercised by one of the remaining members of the Council, chosen in a general assembly.

Unlike the previous version of the legislation, which allowed only the director to hold the presidency, the change expands the possibilities for substitution, ensuring greater continuity and flexibility in the collegial management of schools.

About Prodep - The Pará School Money Program aims to strengthen the autonomy of school management, allowing directors and School Councils to make investments according to the needs of each unit. The initiative includes improvements in infrastructure, small works and renovations, maintenance, sustainability, acquisition of pedagogical and technological equipment, food supplementation, and air conditioning of schools, directly contributing to the improvement of teaching quality.

The new Normative Instruction also promotes changes in Prodep, particularly regarding the acquisition of items. The purchase of materials already provided by Seduc remains prohibited, except in cases of complementary necessity, when the insufficiency of quantity is duly justified and approved.

“Without a doubt, the amendment to paragraph 3 of article 16 of the Single Annex of Normative Instruction No. 30/2023-GAB/Seduc, dated December 11, 2023, is very important. It allows that, in the absence or impediment of the director, the vice-director of the school can be designated as a substitute. If the vice is also absent, another president can be chosen through a General Assembly, among the remaining members. This change is essential because it allows schools without a director to register their School Statute and thus be eligible to receive resources from the Pará School Money Program. Furthermore, Prodep resources are executed exclusively through the Decentralized Management System, which already has over 3,000 registered suppliers. This ensures great competition and allows councils to find fair and accessible prices,” informed Luciana Oliveira, Director of Administrative Support at Seduc.

The School Councils must fill out and submit the Financial Application Plans (PAF) through the Decentralized Management System (SGED), from March 1 to 31 of each year. Councils that have their PAF(s) approved by April 30 will have priority in the transfer of resources during the first semester, subject to budgetary and financial availability. The transfer may be made in installments, according to this availability.

The Financial Application Plans must be approved by the team of the Administrative Support Directorate by April 30. If adjustments are requested, the School Council will have a period of five working days, from the notification via SGED, to make the adjustments and resubmit the plan for new analysis. In this case, the deadline for approval will start counting from the receipt of the duly adjusted plan. The deadlines may be extended upon formal justification.

Failure to comply with the deadlines may result in the non-receipt of resources, in addition to other administrative sanctions and the investigation of functional responsibility.

Changes to the division of resources between operating and capital expenses are prohibited after the submission of the plan and the execution of the transfer, except in cases of transposition, reallocation, or transfer between categories or agencies, provided they are previously authorized by legislation.

Resources that are in the accounts of the Executing Units on December 31 must be reprogrammed for the following fiscal year, with justification in the accountability report, and applied for the same purposes.

Update - The execution of resources from the Pará School Money Program must be carried out exclusively through the SGED, according to Seduc's regulations. The units must keep all required information and documents updated in the system, under penalty of suspension of the transfer.

Finally, the accountability reports must be submitted by the Executing Units, via SGED, by the last business day of February of the following year, for analysis by the State Accountability Coordination, linked to the Undersecretariat of Planning and Finance.
