PM and UFPA sign agreement for the creation of a PhD in Public Security in Pará

Pará will have the first doctors in Public Security in Brazil with a historic agreement between the Military Police and UFPA

The Military Police of Pará (PMPA) and the Federal University of Pará (UFPA) officially signed, this Wednesday (30), an unprecedented agreement to train the first doctors in Public Security in Brazil. The formalization took place at the General Command Headquarters of the PM, in Belém, with the presence of representatives from the UFPA's Graduate Program in Public Security.

The agreement will initially offer 10 spots for the master's program and 5 for the doctoral program, exclusively for active military police officers. The initiative aims to promote the technical qualification of public security agents and stimulate scientific production focused on the management and operationalization of security policies.

According to the coordinator of the UFPA graduate program, Professor Edson Ramos, the proposal has historical significance. “The first doctoral class in Public Security in Brazil will start this year, and very likely the first doctor in the field will be a military police officer from Pará,” he stated. He emphasized that the doctoral students will be able to complete their training in 24 to 30 months.

Applications will be open from October 1 to 30. The selection process will take place in November, and classes are scheduled to begin in December. All information will be available on the UFPA portal.

The commander-general of the Military Police, Colonel Dilson Júnior, praised the strategic nature of the agreement. “This partnership will allow our police officers to contribute with academic solutions to the operational challenges of the corporation. The results already achieved in reducing crime in Pará need to be documented scientifically, to serve as a reference in the future. Our active military police officers will be able to further qualify themselves and logically bring scientific knowledge to the management of the corporation in its operations. We work hard and have achieved significant results in reducing crime, and this needs to be recorded for future generations to understand what has been done during the government of Helder Barbalho, Hana Ghassan, and here at the General Command. Without a doubt, it is a partnership of utmost importance,” emphasized the commander.

The agreement also aims to bring the practical experience of security professionals closer to the academic world. “Many people discuss Public Security in academia without ever having worked in the field. On the other hand, many security professionals have extensive experience but have never written about it. Our goal is to unite these two worlds,” explained Professor Edson Ramos.

According to the project coordination, Brazil currently has only eight graduate programs in Public Security. UFPA believes that the Pará model can become a national and international reference in training specialists in the area, encouraging the creation of similar programs in other states.

About the agreement - The agreement was formalized through a technical-scientific and financial cooperation instrument signed between PMPA, UFPA, and the Foundation for Support and Development of Research (Fadesp), which will be responsible for the administrative and financial management of the project. The partnership is supported by federal legislation governing contracts and agreements between public educational institutions and research support foundations.

With this initiative, Pará takes a prominent role in training high-level researchers and specialists in the field of security, consolidating a new paradigm in the articulation between science and police practice in Brazil.
