Sespa warns municipal managers about the deadline for responding to TCU questionnaires

The deadline ends next Friday (8). The measure will assess compliance with the conditionalities of the federal Bolsa Família program.

The State Department of Public Health (Sespa) warns municipal managers of Health, Social Assistance, and Education from the 144 municipalities of Pará that they must respond by Friday (8) to the questionnaire sent by the Federal Court of Accounts (TCU). Sent by email until July 30, the questions aim to verify whether the conditionalities of the Bolsa Família Program are being met, as well as to evaluate the monitoring carried out by the responsible agencies.

Sespa contributes to the dissemination of the TCU audit in the municipalities of Pará aiming for the success of the oversight of the actions of municipal managers of Health, Social Assistance, and Education.

The questionnaires were sent to all municipal managers – about 5,500 for each area – totaling more than 15,000 questionnaires sent via LimeSurvey email, an electronic survey software. The emails of these managers were previously provided by the ministries of Development and Social Assistance, Family and Combatting Hunger, Education, and Health.

Municipalities can request a change of the manager's name and respective email address. However, only one response per email/survey link/municipality will be accepted. The TCU emphasizes that the response to the questionnaire by the municipal manager is mandatory. This audit conducted by the Court of Accounts is based on the Audit Supervision Ordinance AudBenefícios 152, dated March 25, 2025.

Mandatory - The TCU clarifies that, in addition to the Municipal Social Assistance Manager Questionnaire (QGMAS), Municipal Education Manager Questionnaire (QGME), and Municipal Health Manager Questionnaire (QGMS), managers must respond to the specific questionnaires, mandatorily. Both must be answered by August 8, without exception. The audit team is available to clarify doubts via the email [email protected].

The conditionalities of the "Bolsa Família" are considered a strategy to expand families' access to health and education. Data on non-compliance with these requirements are recorded in the Conditionalities System of the Bolsa Família Program (Sicon), used by managers from the three levels of government to integrate and improve intersectoral action.
