The governor of Pará, Helder Barbalho, participated this Thursday (14) in São Paulo (SP) in the Strategic Meeting of Governance Leaders, promoted by Comunitas, a civil society organization that works on building sustainable partnerships between the public and private sectors. On this occasion, the head of the state executive presented the advances of the works and structural actions for the realization of the 30th United Nations Conference on Climate Change (COP30), which will take place from November 10 to 21, 2025, in Belém.

The meeting is held quarterly and brings together public and business leaders to evaluate strategies, discuss results, and propose lasting impact solutions for public management. Present at the meeting, in addition to the governor of Pará, were the governor of Minas Gerais, Romeu Zema, federal deputy Pedro Paulo Teixeira, and other leaders. The Secretary of Environment, Climate, and Sustainability of Pará, Raul Protázio Romão, also participated in the meeting.

Infrastructure, sustainability, and employment

During his presentation, Helder Barbalho detailed the main investments in urban infrastructure, mobility, sanitation, and hospitality, focusing on improving the quality of life for the population of the Metropolitan Region of Belém. According to the governor, more than 5,000 direct and indirect jobs are already being generated with the COP30 works, which are expected to benefit around 900,000 people.

“The works are in full swing, generating jobs and bringing benefits to those who live in Belém. These are macro-drainage actions, sanitation, sewage treatment, mobility, new transport, and solutions for people's displacement. And of course, also investments in hospitality and hotel management,” explained Helder Barbalho.

Among the projects with the most progress, the governor highlighted the City Park, Porto Futuro II, and Linear Park Nova Doca, all with over 95% completion. The reconstruction of schools that will serve as temporary accommodation during the event was also mentioned, in addition to the public policy for professional training with the Capacita COP30 program.

COP30: the leading role of the Amazon

The governor reinforced Belém's leading role as the host city for COP30 and the importance of the event in promoting global sustainability policies, especially in a strategic territory like the Amazon.

“Belém is getting ready for those who live in the city and for those who will visit us. May we have a COP of implementation, that cares for the environment, presents sustainability and development solutions, valuing our living forest and with the symbolism of holding COP in the Amazon, in Pará, the COP of Brazil,” emphasized Helder Barbalho.

Comunitas' action in Pará

Since 2023, Comunitas has intensified its support to the Government of Pará, especially in strengthening public management, focusing on environmental sustainability and preparation for COP30. Among the highlights is support for the modernization and digital transformation of the Secretary of Environment and Sustainability (Semas), using technologies to streamline processes, increase transparency, and improve environmental management in the state.

The organization currently operates in 9 states and 18 Brazilian cities, with over 400 implemented projects, and is recognized for fostering partnerships between the public power and the private initiative for the sake of efficiency and innovation in public administration.
