Semas promotes training in environmental licensing for municipalities in Baixo Tocantins

The State Secretariat for Environment, Climate and Sustainability of Pará (Semas), in partnership with the City Hall and Municipal Secretariat of Environment of Abaetetuba (SEMEIA), is promoting, on August 21 and 22, a training in environmental licensing aimed at municipal employees from Abaetetuba, Baião, and Acará, which are part of the Baixo Tocantins region. The meeting gathered 25 technicians and aimed to strengthen local environmental policy, encouraging decentralization and increasing efficiency in the analysis and issuance of licenses.
During the training, essential topics for the operation of municipal agencies were addressed, such as the legislation applied to environmental licensing, procedures for rescuing and deterring wildlife, analysis of the Rural Environmental Registry (CAR) in licensing processes, and the use of geoprocessing as a support tool for technical analysis.
The training activities are supported by local city halls and environmental agencies, targeting managers and technicians from the Municipal Secretariats of Environment.
"The state's support in the technical training of municipalities is fundamental. Semas, through the coordination of the Environmental Management Articulation and Municipalization Management (Gamam), has played this role continuously and collaboratively, adapting its training actions to the different social, cultural, environmental, and economic realities of the municipalities in Pará," says Rodolpho Zahluth Bastos, deputy secretary of Semas.

The municipal secretary of Environment of Abaetetuba, Raphael Sereni, highlighted the importance of the training for the municipality.
“The training is extremely important. This process of learning and exchanging experiences among the various spheres broadens the understanding of environmental issues and strengthens the capacity of local professionals to deal with daily challenges, ensuring the sustainable development of the region. With the support of Semas, Abaetetuba continues to advance in the realization of the 2030 Agenda and the Sustainable Development Goals (SDGs),” he emphasized.
Municipal technicians also emphasized the importance of the training, in addition to clarifying doubts about regulations and legislation. Icrys Diniz, an employee of the Environment Secretariat of Acará, evaluated the training as fundamental for strengthening local environmental management.
“This training on environmental licensing is of great importance for us, technicians who work with licensing as a tool of the National Environmental Policy. It helps to train us and clarify many doubts we have regarding current regulations and legislation, including what has changed. I thank Semas for providing all the necessary structure. I hope this is the first of many trainings, as we need this guidance to proceed with environmental licensing in the municipality of Acará,” she stated.
The initiative is part of Semas's strategy to support the municipalities of Pará, offering technical, legal, and administrative instruments that ensure greater efficiency and security in environmental licensing processes. The decentralization of environmental management is essential for municipalities to take the lead in the preservation and sustainable development of Pará.
