Belém secures 2nd place among the capitals of the Country and 1st in the North in the National Ranking of Public Security Competitiveness
When the survey evaluates cities with more than 1 million inhabitants, Belém takes 1st place, followed by Porto Alegre (2nd) and Guarulhos (3rd)
The capital of Pará achieved second place in the Public Security pillar of the Municipal Competitiveness Ranking, with a score of 86.02, trailing only Florianópolis, which reached 89.02 points, according to data released by the Political Leadership Center (CPL), which evaluates the municipalities of the 27 federative units. The publication was released last Thursday (27).
Belém moved up one step in the ranking, rising from 3rd position, according to the publication made in January 2025, to 2nd position in August 2025 among the capitals of the Country. When the survey evaluates cities in the Country with more than 1 million inhabitants, Belém takes 1st place, followed by Porto Alegre (2nd) and Guarulhos (3rd).
For the Secretary of Public Security and Social Defense of Pará (Segup), Ualame Machado, the research reaffirms the evolution of the State and the capital of Pará by standing out in the top positions, with positive indices in national studies that evaluate Public Security, reflecting the actions that have been taken in favor of social peace and the preservation of lives.
“We follow the publications of the competitiveness ranking, made by the Political Leadership Center (CPL) and all the criteria of private companies in public service that analyze 10 criteria, with Public Security being the one that carries the main weight for them. And in this publication, in the specific criterion of Public Security, the State ranked 13th, having already been in 15th position in 2022, and in 2019 we were 21st. However, we continue to stand out, and this time for the capital, Belém, which was the second in the overall security pillar, and if we analyze based on cities with more than 1 million inhabitants, it ranks first, in addition to maintaining the first position among the capitals of the Northern Region. It is important to emphasize that one of the indicators evaluated by them concerns violent deaths, which we have been working very hard to reduce more and more, and Belém has reached a position that demonstrates that we have advanced in the stability of the numbers in the State,” pointed out the head of Segup.
Northern Capitals - Belém also stood out in the competitiveness ranking in the public security pillar in relation to the capitals of the Northern region, occupying 1st place, followed by Manaus, Rio Branco, Boa Vista, Porto Velho, Palmas, and Macapá.
Another relevant aspect pointed out by the research is regarding the item of Intentional Violent Deaths (MVI). Nationally, Belém occupies 6th place among all municipalities and 4th place among the capitals, with a weight of 80.88. In relation to the Northern Region, it is 1st among the capitals.
In the research, created with the aim of providing public managers with solutions already used in the private sector that will help guide and evaluate actions, as well as support decision-making, Public Security in the Competitiveness Ranking receives the highest weight (12.60%) among the 10 thematic pillars that constitute the list. The pillar is composed of 10 indicators and includes: Violent deaths, Deaths to be clarified; Youth deaths for security reasons, Traffic mortality; Transport morbidity and Hospital morbidity due to transport accidents.
Historical line - Within the research, Pará's score was (36.07) in the Public Security item, appearing in 13th place, the third best positioned in the Northern Region, behind only the State of Amazonas, which ranked eighth, and Acre in twelfth. In the historical series of the Public Security pillar, between 2015 and 2024, Pará reached the 20th position.
