Artran presents the State's experience in road concessions to members of TCE-PA
The event strengthened transparency and social control and highlighted the role of the Regulatory Agency in monitoring the concession

The Government of Pará, through the Regulatory and Control Agency for Public Transport Services (Artran), presented to the counselors and staff of the State Court of Accounts (TCE-PA) the main aspects of the 1st road concession in the State. The meeting held in the auditorium Ministro Elmiro Nogueira, at the headquarters building of TCE-PA, on September 24, was part of the program of the lecture "Infrastructure Road Concessions: the experience of Pará," organized by the Alberto Veloso School of Accounts (Ecav).
In his speech at the event, civil engineer from Artran, Danilo Akel Vasconcelos, highlighted that "the Agency monitors the works according to the quality indicators set forth in the Road Exploration Program-PER, ensuring that the execution stages are in common agreement so that the user is well served."
He also emphasized that this initial operation of the concessionaire aims to improve the conditions found on the highway and that services such as pavement replacement, duplications, shoulders, bus stops, pedestrian crossings, and others are part of the PER and will be executed over time according to the planned schedule.
“Moments like this are essential to transparently show how the State Government is conducting the concession process and to hear contributions that help us improve our work,” he added.

Participants in the event included counselor Lourdes Lima, coordinator of the Commission for the Improvement of Mechanisms for the Development of External Control; substitute counselor Edvaldo Sousa; the Attorney General of Accounts, Stephenson Victer; and attorneys Stanley Botti, Deíla Barbosa, Felipe Rosa Cruz, and Guilherme da Costa. The opening was conducted by the Secretary of External Control (Segecex), Fernanda Pantoja.
“This action is extremely important for us to familiarize ourselves with the theme of concessions. It is a subject in evidence in the State, and we need to deepen our knowledge, and this will help improve the performance of Segecex,” emphasized Fernanda.
The theme of the lecture was presented by the founding partner and commercial director of Grupo Houer, Camilo Fraga, and by the CEO of Rota do Pará S.A, Wilton Neiva Filho, under the mediation of the controller of Works, Public Heritage, and Environment of TCE-PA, José Rodrigo Pinho.
The CEO of Rota do Pará, Wilton Neiva Filho pointed out that the concession focuses on the safety of users, job creation, and improving traffic conditions for the flow of production and said that the purpose of the meeting at TCE was "to provide total transparency to our investment and our condition as an investor, showing the reality of our actions," he concluded.
The concession project, conducted by the State Government, through the Secretariat of Infrastructure and Logistics (Seinfra), covers 526 km of highways that connect the Metropolitan Region of Belém to the southeastern region, up to the district of Morada Nova, in Marabá. There will be more than R$ 5 billion in investments over 30 years. The direct impact of the concession benefits 12 municipalities in Pará, including Abaetetuba, Barcarena, Moju, Tailândia, and Marabá, with emphasis on the PA-150 highway.
