Government of Pará delivers the Annual Budget Law Project 2026 to Alepa

The Annual Budget Law (LOA) is the main financial management instrument of the state government

The Government of Pará, through the State Secretariat of Planning and Administration (Seplad), delivered to the Legislative Assembly of the State (Alepa), this Tuesday (30), the Annual Budget Law Project (PLOA) 2026, which defines the expected revenues and expenses for the next fiscal year.

Before the consolidation of the document, three public hearings were held in a hybrid format in the municipalities of Belém, Santarém, and Marabá. The meetings aimed to review the Multi-Year Plan (PPA) 2024–2027 and, at the same time, hear the demands of society for the preparation of the Annual Budget Law (LOA) of 2026.

“The submission of the PLOA 2026 to Alepa represents the consolidation of a collective effort that involves technical planning and social listening. Each year, we reinforce the commitment of the Government of Pará to transparency and popular participation, building a budget that reflects the priorities of the population and ensures the necessary investments for the sustainable development of the State. This process is the foundation for a more efficient public management that meets regional demands and promotes real improvements in the lives of the people of Pará,” explained Ivaldo Ledo, head of the department.

The hearings included the participation of representatives from civil society, social movements, local managers, and the general population, ensuring that the main demands and priorities of each region were considered. The process reinforces the participatory and transparent nature of state management.

“The participation of society in this process is essential for us to build a budget that is closer to the reality of each region of our State. Being present in Belém, Santarém, and Marabá, dialoguing with the population and various social segments, allowed us to hear important demands that were incorporated into both the review of the PPA 2024-2027 and the preparation of the LOA 2026. This is an exercise in transparency and commitment from the Government of Pará to plan in a democratic and responsible manner, always thinking about the balanced and sustainable development of our State,” said the Deputy Secretary of Planning and Budget of Seplad, Nazaré Nascimento.

The PLOA estimates the state's revenue and sets the total expenditure at over R$54 billion. The consolidation of the budget through dialogue with the population reaffirms the commitment of the State Government to plan in a democratic, balanced manner focused on the sustainable development of Pará.

What is the LOA?

The Annual Budget Law (LOA) is the main financial management instrument of the state government. Prepared in alignment with the guidelines of the Multi-Year Plan (PPA) and the Budgetary Guidelines Law (LDO), it details the expected revenues and expenses for the fiscal year 2026. It is through the LOA that government actions are guided, ensuring the execution of public policies, meeting the demands of the population, and maintaining the fiscal balance of the State.

With the delivery of the PLOA, the proposal now goes for analysis and voting in Alepa, where parliamentarians can present amendments to the original text. The expectation is that the budget will be approved before the parliamentary recess in December 2025.
