Detran registers increase in inclusion of paid activity in CNH
Driven by the CNH Pai D'égua, the demand for driver's licenses to work increases by almost 100% in 2024

The inclusion of paid activity in the National Driver's License (CNH) is an essential resource for those seeking to use the vehicle as a means of work. This registration practice, known as EAR (Exerce Atividade Remunerada), allows the State Department of Transit (Detran) to enable the driver to perform their functions in professional services, such as truck driver, bus driver, delivery person, app driver, taxi driver, motorcycle courier, among others, ensuring that all who work are legally qualified to engage in these activities.
In 2023, Detran registered the opening of 66,343 licensing processes with requests for EAR inclusion. In 2024, these requests increased to 126,249 processes, representing an increase of over 90% in paid CNHs. A large part of this increase is due to the CNH Pai D'égua Social Program, which in 2024 made 60,000 free licenses available throughout the State, all of them with paid activity.
The Brazilian Traffic Code (CTB) recently established some advantages in the scoring rules for CNH with EAR. While for regular drivers, the limit is 20 points regarding infractions committed, for professional drivers, the limit is 40 points, regardless of the nature of the fine.
In addition to ratifying the exercise of professional function, paid activity tends to contribute more to road safety. This is because, when requesting the inclusion of EAR, the driver needs to undergo some specific evaluations to obtain the CNH, such as medical and psychological exams, which prove physical and mental health to face daily challenges and fulfill activities behind the wheel, as well as the demands of a routine in traffic. This way, it ensures the safety of the driver, passengers, and pedestrians.
The director of Driver Licensing and Vehicle Registration (DHCRV) at Detran, Carolina Sampaio, highlights the various advantages of having an EAR in the CNH. “In the process of including the EAR, whether in renewal or first licensing, what distinguishes it from a regular CNH is the mandatory psychological evaluation. Additionally, many companies require the CNH with registered paid activity, as this demonstrates commitment, responsibility, and compliance with the law. Thus, drivers with EAR gain more opportunities and can operate legally in different transportation and logistics sectors,” she explains.
It is important to highlight that, in case of violation of this law, infractions can be classified as very serious, as stipulated by Article 231 of the Brazilian Traffic Code. The penalty for this infraction is a fine of R$ 293.47, plus seven points on the license.

Paid activity in the CNH represents not only a legal requirement but also a way to offer income opportunities for thousands of Brazilians. In the current scenario, transportation has become an important means of service, contributing to urban mobility, commerce, and the economy. This registration allows those who wish to turn driving into a livelihood to do so responsibly, with legal backing and safety.
Electrician Adelino Moraes states that he has been working for a long time in an area where he needs to use the vehicle, and to have his rights, the registered paid activity in the CNH is essential. "I have been working for 12 years in a company that provides electrician services and I use my vehicle to perform the service. Therefore, the paid activity in the CNH is total security for me and my vehicle. It ensures all my rights and benefits to perform my work with total responsibility on the road," he affirms.
