State Emergency Room selected among 20 hospitals in the country to participate in an international quality project in ICUs
The project aims to improve the efficiency of intensive hospital care and, consequently, patient safety
The Dr. Roberto Macedo Emergency Room (PSRM), in Belém, was one of seven hospitals in the North, among the 20 public hospitals in the country, selected to participate in the ONE O ONE - 101 Endowment Fund (One O One) project. The project, which is led by Epimed Solutions - a company specialized in clinical and epidemiological information management solutions, aims to improve the efficiency of intensive hospital care and, consequently, patient safety within the Continuous Improvement Management Program, with an emphasis on operational efficiency, quality of care, and strategic outcomes.
In the project, intensive care nurse Renata Pinto acts as a "scorpor", a term used to designate the professional responsible for coordinating the progress of actions and ensuring that all stages are completed according to the planning. It is her responsibility to articulate, monitor, and ensure the implementation of the proposed actions in the hospital, serving as a link between the institutional team and those responsible for the initiative at the national level. The professional highlights the importance of the selection of the State Emergency Room to participate in One o One.
“I believe that PSRM was selected not only for its technical and epidemiological profile but also for the commitment that management and teams have made regarding quality and safety, and the management of their indicators, which places us in a prominent position within the public network in Pará,” points out the professional.
With the use of information generated in the ICUs (Adult and Pediatric), sustainable improvements will be implemented in intensive care processes, aiming to consolidate the management of clinical indicators to improve quality and ensure patient safety. The effectiveness of assistance and the optimization of health resources in the care of critically ill patients are factors that will also be implemented, as well as the reduction of serious adverse events, to certify the commitment to patient safety.
International Qualification - The 101 Endowment Fund (One O One) is a non-profit international endowment fund, created in 2018 with the aim of improving intensive care globally, through the advancement of research and education projects, and support for patients, families, and health professionals in the sector. The "endowment" means that it is a permanent fund, where the capital is invested and the earnings are used to finance the fund's mission, ensuring ongoing support.
Efficient Management - According to the project leader in the Adult ICU, intensivist doctor Elder Nylander, “achieving an international certification, such as the One-0-One/Epimed, will be a milestone that goes far beyond formal recognition, as the future certification will profoundly transform the quality of care in the ICU.
“In practice, with international certification, we will elevate intensive care to the most rigorous global standards, with a direct impact on recovery and patient experience,” assures the intensivist.
He points out that, in terms of safety, treatments will follow standardized protocols based on the best evidence, drastically reducing the risk of hospital infections, injuries, and medication errors. “The patient is guaranteed that all care provided is planned and executed, aiming to minimize risks and complications,” adds Nylander.
The implementation phase of the improvements will last 12 months, and upon meeting the criteria defined by One o One, PSRM will receive an International Recognition Certificate for Continuous Improvement Management. During the project, educational actions will take place in the form of workshops covering the topics: Actionable Indicators and Decision Making, and Fundamentals of Improvement Science.
Operational Efficiency - Regarding efficiency, the ICU will be managed based on performance indicators, ensuring faster diagnoses and more precise treatments, resulting in shorter hospitalization and mechanical ventilation times, accelerating recovery and optimizing resource use, benefiting both the patient and the health system. The average length of stay, bed turnover, readmission within 24 and 48 hours, and avoidable days rate are the proposed indicators to ensure greater operational efficiency for the emergency room's intensive care units.
“Regarding the quality indicators of care, in the One o One project, the epidemiological profile, usage rate, and time, both related to the invasive devices used by patients, will be considered. These indicators are like compasses that guide us in the search for improvements to increasingly qualify our intensive assistance,” assures Bianca Souza, Nursing Coordinator of the Adult ICU at PSRM.
"In the Pediatric ICU, we are all very happy with the hospital's selection to participate in such a relevant project, which will result in better and more qualified intensive care provided to the pediatric population in our Emergency Room. In just over a year of operation, we have become a reference in the state, and we are absolutely certain that this international certification we will achieve will further improve our assistance. My team is committed and confident that we will achieve this certificate for the people of Pará, who are the biggest beneficiaries of the One o One project," highlights the coordinator nurse of the Pediatric ICU, Ednamar Lima.
Care Data - A reference in the care of clinical urgencies and emergencies, from January to September of this year 2025, the multidisciplinary team of the Emergency Room performed 568,904 general care. Among these attendances, there are 88,221 urgent and emergency assists in the Emergency Rooms (adult and pediatric) of the unit, 5,364 hospitalizations, 3,581 surgeries, and more than 300,000 imaging and laboratory tests to assist in the diagnoses and resolution of health demands of the population served during this period.
"We are increasingly committed to qualifying the health assistance provided to the population at the Dr. Roberto Macedo Emergency Room. For the consolidation of the One o One project, regarding efficient management in the PSRM ICUs, three fundamental pillars will be worked on, which will be based on care, strategic, and operational actions, for the continuous improvement management of intensive care provided to the adult and pediatric population in the state emergency room. This is yet another quality certification that we will achieve for the people of Pará," guarantees the general director of PSRM, Carlos Vinícius Ribeiro Quadros.
Service - Managed by the Instituto Acqua, in partnership with the State Department of Public Health (Sespa), PSRM provides assistance to the population in cases of clinical urgencies and emergencies in the Metropolitan Region of Belém, districts, and neighborhoods surrounding Avenida Augusto Montenegro, where the health unit is located.
The state emergency room has 119 beds, distributed among the emergency rooms (adult and pediatric), hospitalizations, and ICUs (adult and pediatric), in addition to six surgical rooms equipped for medium and high complexity procedures, including minimally invasive ones, such as videolaparoscopy, and critical cases, in general, vascular, pediatric, thoracic, and bucomaxillofacial surgery, as well as neurosurgery.
