Codec presents to Circlua S.A. the competitive advantages of the ZPE of Barcarena
The industrial model advances in Pará and assesses future alignment with the ZPE regime, according to technical maturation and federal decision.

The Economic Development Company of Pará (Codec) received, on the morning of this Tuesday (22), representatives from Circlua S.A. for a presentation of the industrial project being implemented in Pará, which studies potential production within the Export Processing Zone (ZPE) of Barcarena, in light of future railway projects for the port of Vila do Conde. The meeting aimed to align requirements and institutional flows of the State, as the ZPE continues to be developed, awaiting federal authorization decree.
Attending the meeting were the Director of Strategies and Institutional Relations of Codec, Pádua Rodrigues; the Manager of New Business Services, Sabrina Sena; the advisor Evandro Diniz; and, from the Secretariat of Economic Development, Mining and Energy (Sedeme), the Coordinator of the Energy Directorate, Gabriel Cardoso. Circlua was represented by the Financial Director, Alexandre Rocha, and the Manager of Government and Institutional Relations, Daniel Argento.
The project foresees the installation of the first industrial plant in Parauapebas, with technology aimed at transforming mining waste into low-carbon cement input. Circlua already operates a pilot unit in Minas Gerais and is now advancing to the phase of industrial-scale implementation in the State. As the production model is born with an export vocation, the logistical design considers, in study, the use of the ZPE of Barcarena, should the regime be effectively authorized at the federal level.
“Pará has favorable industrial and institutional conditions for the expansion of the project,” said Alexandre Rocha. “We sought Codec to understand the alignment process and evaluate, with maturation and security, the possibility of operating the export phase via ZPE at the right moment,” he added.
Codec presented to the executives the functioning of the regime, the qualification criteria, and the status of the federal ZPE process, which awaits deliberation in Brasília. Circlua also informed about other fronts already underway by the State: the environmental licensing conducted by the State Secretariat for the Environment and Sustainability (Semas); the analysis of incentives in Sedeme and the institutional presentation made at the Federation of Industries of the State of Pará (Fiepa).
In the meeting, Sabrina Sena addressed the flow of new investment services, while Daniel Argento highlighted the gradual construction of the project, which advances on technical and regulatory bases.

“The role of the State is to ensure predictability and a safe institutional environment for enterprises that treat their implementation seriously,” stated Pádua Rodrigues. “The analysis regarding the use of the ZPE will be made at the right time, within the legal process, following the evolution of the project and the regime itself,” he concluded.
With the agenda, Codec will now act in the direct monitoring of the project, guiding the next steps alongside other state agencies and organizing the necessary institutional flow for the future evaluation stage regarding the ZPE regime.
