Online meeting between Cosanpa and Cagece teams to learn about Sisar (Integrated Rural Sanitation System)
The Pará Sanitation Company (Cosanpa) has initiated negotiations to operate in water supply in rural areas of the Pará territory, a responsibility that has become part of its duties after the concession of sanitation services in Pará. In addition to producing water for Belém, Ananindeua, and Marituba, Cosanpa is now expanding its focus to ensure treated water for populations living outside urban centers.
As part of this process, representatives from Cosanpa participated in an online meeting with rural sanitation specialist Helder Cortez and the team from the Ceará Water and Sewage Company (Cagece) to learn about the Integrated Rural Sanitation System (Sisar), a model internationally recognized by the World Bank for its participatory and sustainable management in rural communities.
The meeting was proposed by the Union of Engineers in the State of Pará (Senge), considering Cagece's expertise in the area. The main objective was to understand how the Ceará model works, which combines community management, financial sustainability, and partnership between the public authority and the communities served. In this format, created in 1996, the residents themselves actively participate in the operation and maintenance of the system.
In addition to producing water for Belém, Ananindeua, and Marituba, Cosanpa is now expanding its focus to rural areas.
"We are starting a new moment for Cosanpa, in compliance with the guidance of Governor Helder Barbalho and Vice Governor Hana Ghassan, for Cosanpa to also direct efforts to serve the rural areas. The exchange with Cagece offers us a successful model that can inspire solutions adapted to our State. We want to ensure quality water, efficient management, and social development for those who live outside the cities," emphasized Cosanpa's president, Colonel PM Dilson Júnior.
During the presentation, Helder Cortez shared the results achieved by Cagece with SISAR, which today benefits more than 1.1 million Ceará residents living in rural areas. According to him, the differential of the model lies in participatory community management, which strengthens the sense of belonging and autonomy of the communities.
"We are happy to share our experience with Cosanpa and confident that Pará will be able to successfully adapt this model, ensuring sustainable and quality supply to the rural population. We hope that the state of Pará can competently replicate our model and improve the quality of life for these people," said the rural sanitation specialist.

From this exchange, Cosanpa established a technical working group to study the application of a similar model in Pará, considering the specificities of each region. Sanitary engineer Elinamy Barbosa, representative of Senge and a member of the group, emphasized that the initiative marks an institutional advancement for the Company.
"For us, as the union of engineers and as effective employees of the Company, this meeting was a milestone in strengthening Cosanpa's institutional framework. Bringing us expertise that the State of Ceará already possesses, through Dr. Helder Cortez, with a whole history of success in the implementation and maintenance of rural sanitation, will greatly benefit our Company. I am sure this will be a landmark of great success, bringing positive results for the population of our State as well."
