Operation COP30 mobilizes ten thousand state and municipal security agents

Integrated action between the government of Pará, federal and municipal agencies reinforces security and ensures monitoring of actions in Belém

On the eve of the 30th United Nations Conference on Climate Change (COP30), the State Public Security System is fully mobilized in an integrated operation with federal, municipal agencies, and the Armed Forces. The goal is to intensify ostensive and preventive actions, regulate urban traffic, and ensure the safety of event participants and the population of Belém.

The actions began last Sunday (2), with the closure of roads around the Parque da Cidade, the venue for the conference. About ten thousand public security agents, both state and municipal, and 700 vehicles reinforce policing at strategic points in the capital, with access blockades, real-time monitoring by cameras, and an increase in personnel at the Civil Police Stations (PCPA) and Military Police Battalions (PMPA).

According to the Secretary of State for Public Security and Social Defense (Segup), Ualame Machado, the planning follows a responsibility matrix model, with defined assignments for each agency. “We will operate with the six public security agencies of the State, coordinated by Segup, along with those from the city of Belém. In addition, we have Integrated Command and Control Centers (CICC) that monitor all actions. The Mobile CICC, installed near the Hangar and Parque da Cidade, monitors the surrounding area and communicates with the interior of the event. We are also present in the Green Zone, with a base of the Military Police Battalion, and we operate in an integrated manner with river, air, and land policing, ensuring safety and traffic flow,” he emphasized.

Command and monitoring bases – The main security bases are distributed near the Belém Air Base, the Outeiro Port, and the main access corridors to the Parque da Cidade. The Integrated Operations Center (CIOp) operates 24 hours a day with increased personnel, monitoring 417 cameras on the streets of the capital and another 30 dedicated exclusively to COP30. The system also integrates images and activations from security totems spread throughout the Metropolitan Region of Belém.

On Dr. Freitas Avenue, at the corner with Duque de Caxias Avenue, Segup installed the Mobile Integrated Command and Control Center (CICCM), which monitors real-time images and maintains direct communication with field teams. At the State Integrated Command and Control Center (CICCE), in the Marco neighborhood, the Regional Integrated Security Executive Committee (CESIR) operates, coordinated by the Federal Police, in accordance with the National Doctrine of Integrated Action (DNAISP).

Escort and specialized policing center – At CICCE, the Escort Center, coordinated by the Federal Highway Police, works in conjunction with the Ministry of Defense, Ministry of Foreign Affairs, Federal Police, Military Police, State Department of Transit (Detran), Municipal Security, Public Order and Mobility Secretariat (Segbel), and the Municipal Guard of Belém. From the center, teams monitor surveillance cameras, analyze the performance of operations, and coordinate the movement of delegations.

The Tourist Protection Police Station, located at the Estação das Docas, and the Tourist Police Battalion (BPTur), located on Gaspar Viana Street, reinforce security in areas with high visitor traffic, with special attention to the historic center and the main tourist attractions of the capital.

Security structure at Parque da Cidade – The 1st Military Police Battalion operates at the Parque da Cidade Complex, which also houses a Civil Police Station. The teams are on standby for ostensive actions and responding to incidents, ensuring immediate response during the event.

Traffic mobility and monitoring – At Dorothy Stang Square, next to Parque da Cidade, the Traffic Control Center is installed, composed of teams from Detran, PMPA, PCPA, State Fire Brigade of Pará (CBMPA), Ministry of Defense, and Segbel. The space, with restricted access to security forces, remotely controls smart traffic lights and manages vehicle flow in the capital during convoys and closures, ensuring the mobility of the population.

River security and support for accommodation ships – The Integrated River Base “Baixo Tocantins,” located at Outeiro Port, brings together security agents responsible for monitoring the area and supporting vessels that serve as accommodation for COP30 visitors. Port security is carried out by the Ministry of Defense, with support from the Military Police and teams from the river base.

Emergency assistance

In emergency situations, residents and tourists can call the number 190, from CIOp. It is also possible to use the security totems, blue equipment with cameras and instructions in Portuguese, English, and Spanish, which connect citizens directly to the service center. Foreign visitors can call the emergency number equivalent to that of their home countries, with automatic redirection to CIOp, ensuring quick and efficient assistance during COP30.
