PGE participates in panels at COP 30 and reinforces Pará's role in the global climate agenda
The Attorney General's Office of the State will participate in official and parallel panels, with projects committed to the sustainable development of the Amazon
The Attorney General's Office of the State (PGE) will be present at the 30th Conference of the Parties on Climate Change (COP 30), from the 10th to the 21st of this month, in Belém. The state agency will participate in official and parallel panels, presenting projects that reinforce Pará's commitment to the sustainable development of the Amazon.
On next Monday (10th), at 2:30 PM, the PGE will present the panel "Legal Governance and Defense of Public Environmental Heritage: the case of the first Native Vegetation Recovery Unit in the APA Triunfo do Xingu," at the Pará Pavilion (Castanheira Room), in the Green Zone.
The panel highlights the pioneering action of the State in the environmental area, especially in the reintegration of possession of a degraded public area of 10,000 hectares, located in the APA Triunfo do Xingu, in the municipality of São Félix do Xingu. The area was designated for the implementation of the first Native Vegetation Recovery Unit (URVN) in Pará, a milestone in legal governance and the protection of public environmental heritage.
Participating in this panel will be the state attorneys: Tatilla Pamplona, João Olégario Palácios, Rafael Rolo, Janyce Varella, Ibraim Rocha, and Maria Tereza Rocha.
"The case shows a paradigm shift within Environmental Law. That is, a legal action that goes beyond repression, oriented towards restoration and forest reconstitution," informed attorney Tatilla Pamplona.
Environmental federalism and protection of the Amazon on the agenda
Also on Monday (10th), at 4 PM, also in the Green Zone space, represented by state attorney Ibraim Rocha, the PGE will participate in the panel "Environmental Federalism and Institutional Cooperation for the Protection of the Amazon," promoted by the Federal Council of Chemistry (CFQ).
On this occasion, the advances of the Forum of State Attorneys for the Environment of the Legal Amazon (FOPEMA) will be discussed, which brings together representatives from the nine states of the Legal Amazon. The group works on building joint public policies for the protection of the forest, the defense of traditional peoples and communities, and the promotion of sustainable and legally sound development.
During the panel, topics such as carbon markets and payments for environmental services, public safety and the environment, as well as the use of technological tools — including artificial intelligence — to enhance environmental management and the application of fines will be addressed.
"I am honored with the opportunity to integrate the debate on Environmental Federalism and Institutional Cooperation for the Protection of the Amazon, where I will present results of FOPEMA actions and bring important discussions for the construction of public policies aimed at environmental protection in our region," said Ibraim Rocha.
Investment challenges for climate adaptation
On November 15th, at 1:30 PM, in the Green Economy Building, in the Green Zone, state attorney Ibraim Rocha will again represent the PGE as a speaker in the panel "Investment Challenges for Climate Change Adaptation," promoted by the ICLIMAS Institute.
The discussion will bring reflections on the urgency of innovative financial mechanisms capable of mobilizing public and private resources for climate adaptation actions, such as blended finance, green bonds, and climate investment funds.
"Mobilizing investments for adaptation is one of the greatest financial challenges of our time. Without a robust financial architecture, the human and economic costs will be catastrophic," reinforced the attorney.
Legislation protecting women as part of sustainable development
On November 17th, at 8:30 AM, in the space designated for the Legislative Assembly of Pará (Alepa), also in the Green Zone, the PGE will participate as a guest panelist in the event "Legislation for the Protection and Defense of Pará Women Aligned with the Sustainable Development Goals (SDGs)," organized by the Special Attorney for Women of the Legislative Assembly of Pará (Promulher / Alepa).
On this occasion, the institution will be represented by state attorney Anna Laura Maneschy, who will bring her experience and relevant contribution in the area, enriching the debates and presenting crucial perspectives on the intersection between gender and legislation in the Pará context.
Parallel panels
On November 10th, at 5 PM, the PGE will be present during the Tech Zone program, bringing to debate the "Pará Artificial Intelligence Strategy (EPIA) and Regulatory Framework for AI," which proposes a pioneering policy aimed at the integration between technology and the environment. The institution will be represented by state attorney Lilian Haber.
The Tech Zone is a space for dialogue and demonstration of solutions for the transition towards a green and digital economy, which will operate from the 10th to the 14th of this month, being part of the discussions held during COP 30.
The initiative is from the Guamá Science and Technology Park (PCT), the Secretary of Science, Technology and Higher, Professional and Technological Education (Sectet), the Amazon Foundation for Support to Studies and Research (Fapespa), the State of Pará Information and Communication Technology Company (Prodepa), and the State University of Pará (Uepa).
"The PGE project of Pará is part of a broad diagnosis of the digital reality of the State, which considers internet access, professional training, and technological infrastructure, aiming to boost science and innovation as allies of bioeconomy and climate adaptation," explained attorney Lilian Haber.
The proposed law for the Regulatory Framework of Artificial Intelligence in Pará, currently under consideration, provides for the ethical and sustainable use of technology to strengthen areas such as water resources, environmental policies, and climate change.
The initiative seeks an artificial intelligence "with the taste of tucupi" — an expression that symbolizes the development of technological solutions with Amazonian identity, aimed at valuing local knowledge and the natural vocation of the State.
The Tech Zone will take place at PCT Guamá, located at Avenida Perimetral da Ciência, km 01 - Guamá.
Traditional knowledge and the economy of Amazonian peoples
On November 11th, the University Center of Pará (Cesupa) will promote the event "Dialogues for the Future at COP 30," at the institution's headquarters. The Attorney General's Office will be present at 10:30 AM, participating in the panel "Economy and its relationship with traditional peoples and communities," where attorney Lilian Haber will be the mediator.
The debate will bring a perspective on traditional peoples and communities, addressing the importance of recognizing their ways of life and their own forms of economy as the basis for Amazonian sustainability.
On the same day, at 6:30 PM, at the Law School of Cesupa, during the Eco Environmental Connection event, attorneys Ary Cavalcanti, Fernanda Sequeira, Ibraim Rocha, and Lilian Haber will launch the book "Climate Change and COP 30 – Solutions and Challenges for a Sustainable Future," published by Thoth Publishing.
The work brings together specialists from various fields and proposes reflections on public policies, innovation, and climate justice, positioning Pará as a national reference in sustainability and environmental governance.
