During a panel held this Wednesday (19), at the Pará Pavilion, in the Green Zone of the 30th United Nations Conference on Climate Change (COP30), in Belém, the State Government, through the State Secretariat for Environment, Climate and Sustainability (Semas), presented the advances of the Sustainable Territories Program (PTS) in the Marajó archipelago. The initiative integrates actions for land regularization, environmental regularization, and support for sustainable productive development.

The highlight of the panel was the municipality of Portel, which has become a reference in the model implemented by the State. On this occasion, symbolic deliveries of 150 land titles, issued by the Pará Land Institute (Iterpa), and 150 validated Rural Environmental Registrations (CARs) by Semas were celebrated. The benefiting families will also receive rural technical assistance, support for production, and access to instruments such as payment for environmental services.

"We are a government team. Above any agency is the interest of the people in receiving public policies. The integration between Iterpa, Semas, and municipalities allows us to deliver more to the population," said the head of Semas, Raul Protázio Romão.

Agreement to accelerate regularization

During the event, a Technical Cooperation Agreement was signed between Semas and Iterpa, aiming to unite efforts to expand the execution of public policies for environmental regularization throughout the State, ensuring greater speed in the analysis of registrations and greater legal security for producers.

"The signing of this agreement is an essential step to accelerate the validation of registrations and expand the reach of the benefits that are already transforming Marajó," highlighted Rodolpho Zahluth Bastos, deputy secretary of Environmental Management and Regularity at Semas.

Legal security and new paths for production

The president of Iterpa, Bruno Kono, highlighted the uniqueness of the integration between land and environmental regularization. "They said it was impossible to unite land and environmental regularization. We showed that it is possible, with methodology, flow, and results," he stated.

The municipal secretary of Environment of Portel, Igor Diniz, emphasized the historical impact of the deliveries. "For 35 years, Portel had not received individual titles. Now, riverside dwellers will have access to credit, registration, and legal security."

The benefits of regularization were also celebrated by residents. Producer João Braga, visibly emotional, thanked for the achievement long awaited for four decades. "My wish is to plant and take care of the forest. Today I fulfill a dream after 40 years. Now, with the title and support, we will produce sustainably and live with dignity."

Another beneficiary, producer Diogo Rocha, reinforced the importance of the measure for the collective. "It is very significant to see our work of generations finally recognized. The title gives us legal security, peace in the field, and conditions to produce better, with environmental responsibility. It is a milestone for 150 families in Portel."

With the advances in Portel, the Government of Pará plans to expand the PTS model to other municipalities in the archipelago, promoting the regularization of territories, strengthening family farming, and creating the foundations for a new standard of sustainable development in the region.
