Government of Pará intensifies works 200 days before COP30
Event will leave a legacy of urban development, sustainability, and tourism in the Amazon

The Government of Pará is advancing in more than 30 structural works distributed across strategic axes such as infrastructure, mobility, sanitation, urban development, and tourism. Planned to meet the demands of COP 30 and, mainly, to benefit the population, these ongoing interventions will transform the quality of life for those living in the capital and the metropolitan region, representing a permanent heritage. Belém will also become a more welcoming city, prepared for tourism.
The COP, or United Nations Conference on Climate Change, brings together representatives from over 190 countries to discuss and establish agreements that reduce greenhouse gas emissions and combat climate change. For the first time hosted in Brazil and in the Amazon, COP 30 will be a landmark for reviewing the Paris Agreement, celebrated ten years ago.

"This will be the COP of the Forest, where topics related to the Amazon will also be addressed, allowing the local population to participate. It is an opportunity to discuss new ways and practices to move the economy while respecting the forest and keeping it standing and alive. Belém is one of the main gateways to the Amazon, and all the investments being made are to bring benefits and improve the quality of life for those living in the Metropolitan Region. These are sanitation, mobility, and infrastructure works in Belém that enhance the health and development of the city. In parallel, Belém is gaining new spaces that will promote tourism and contribute to the creative economy year-round," highlights the governor of Pará, Helder Barbalho.
The vice governor of Pará and president of the State Committee of COP30, Hana Ghassan, emphasizes that the progress of works, such as the City Park and the New Doca, can already be observed by the population in areas where the barriers have been removed.

"We have already delivered three works, the first being the overpass at BR-316 with the Viaduct, in December of last year, and the channels of Timbó and Gentil, in January of this year. In parallel, the Government of Pará is also advancing with workforce training and qualification for women and men through Capacita COP30, which has already certified over 16,000 residents of Pará, with various courses offered to the population of Belém and other municipalities in Pará. We are talking about opportunities for young people to enter the job market and see COP30 as a pathway to secure employment," she said.
Structural works and the legacy for Belém
The works include the sanitation of the basins of Tucunduba, Una, Murutucu, and Tamandaré, covering interventions in 13 strategic channels, benefiting over 500,000 people with sanitation and sewage disposal, which will bring real estate appreciation, dignity, and quality of life. Sections of the Timbó and Gentil channels have already been delivered to the population, providing improvements in stormwater drainage and urban mobility.
The modernization of the New Doca, with 74% of the works completed, and the New Tamandaré, with 71%, includes the recovery of the channels and their beds, as well as the creation of Linear Parks, which will become leisure and community spaces in the neighborhoods of Reduto and Cidade Velha.
Ver-o-Peso
In November 2024, the Government of Pará began the sanitation intervention at Ver-o-Peso, the largest open-air market complex in Latin America. The sanitation system will have over 4 kilometers of sewage network for the proper collection and treatment of sewage from properties and businesses in the region. The work represents an improvement in the quality of life for the population living and working in the most well-known scenery of Belém.
City Park and Porto Futuro II
In a space of 500,000 m² of an old airport, the City Park is one of the largest urban interventions in recent years and is 78% complete. When finished, it will feature an aeronautics museum, a creative economy center, a gastronomic boulevard, a bike path, and an eco-trail, preserved green areas, a lake, a sewage treatment station, and sports facilities aimed at promoting quality of life, leisure, culture, art, and well-being. The location will host COP 30 in November 2025.

Five warehouses ceded by the Companhia Docas do Pará (CDP) to the state government are being renovated and will become a new tourist spot in the city, housing the Museum of the Amazons, the Innovation and Bioeconomy Park, and the Caixa Cultural. It will be a space to value popular culture, immaterial heritage, Amazonian history, gastronomic experiences, and also the biodiversity of Pará. Porto Futuro is already 83% complete.
Accommodation and tourism
The state government is working together with federal and municipal governments and the private sector to prepare Belém for COP30. A series of solutions is underway to increase accommodation capacity and meet the demand for beds for the event.
The hotel network in Belém is being expanded, with the arrival of new luxury hotels such as the Tívoli franchises, in the old Federal Revenue building, and Vila Galé, which will be located in the port area of Belém, facing the Guajará bay.
The state government encourages the modernization of hotel facilities with ICMS exemptions on internal and interstate purchases for equipment such as minibars, televisions, air conditioning, and also furniture. It has also facilitated the hiring of credit at Banpará through a partnership with BNDES and Fungetur. This line extends to the entire tourism chain, including bars and restaurants, in addition to hotels, so they can invest in the requalification of their businesses. These operations are aimed at micro, small, medium, and large entrepreneurs in the sector.
The increase in bed supply for COP30 will also be achieved through temporary accommodations, structured to become permanent gains for the city. In an area near the City Park, the COP30 Village is being built, intended for the accommodation of heads of state and representatives of nations participating in the event, which will help in the mobility strategy during the Conference.
Built with a special structure for rapid constructions, it will be transformed into an administrative center after the event, housing secretariats that are currently in rented buildings. This important legacy will represent savings for public administration. The Government of Pará is adapting public schools, which will be used as alternative accommodations in a hostel standard, and has partnered with the platforms Booking.com and Airbnb.
The initiatives also involve the use of cruise ships as floating hotels, contracted by the federal government. These ships will be docked at the Outeiro Port, defined as a strategic point for the docking of cruise ships during COP 30. Thus, the International Hydroviary Terminal of Belém, currently under construction, will be used to receive vessels for accommodation in other categories.
Mobility
Mobility works are underway, with a focus on completing the Metropolitan BRT. In addition to requalifying and modernizing BR-316 up to Marituba, five overpasses make up the new road network in the region. Two of them have already been delivered, in June 2023 and December 2024.
The BRT will feature Euro 6 diesel vehicles, which emit 15 times less carbon than current models, and also electric models, which not only do not emit greenhouse gases but also produce low noise levels.

Other mobility works include the expansion of Rua da Marinha and the restructuring of eight roads, such as the avenues Duque de Caxias, Visconde de Souza Franco, and Tamandaré, facilitating urban mobility and reducing congestion in the city.
Capacita COP30
The Capacita COP 30 program currently offers 105 courses related to the tourism, infrastructure, and services agenda for COP 30 and has already qualified 16,000 workers. Launched in March 2024, the program was born as a partnership of the government of Pará with over 25 partners, including government secretariats, educational institutions, and private sector entities such as Sebrae, Coca-Cola, and Cielo.
In February 2025, Capacita COP30 received reinforcement with the participation of the Social Transport Service (SEST) and the National Transport Learning Service (SENAT), offering an additional 38 free courses in distance education (EAD) mode for all of Pará, which joined the 67 already existing.
