Semas advances in the review of Preliminary Consultation materials for the construction of the REDD+ Jurisdictional System

The program included two days of joint construction, dialogue, and various contributions to reinforce the dedication to the consultation process

In another step towards the participatory construction of the REDD+ Jurisdictional System (SJREDD+) in the State of Pará, the State Secretariat for the Environment and Sustainability (Semas) held a meeting on April 29 and 30 with representatives from indigenous, quilombola, and extractive communities. The meeting took place at the Semas Environmental Training and Education Center in Belém and aimed to review and improve the materials that will be used in the Free, Prior, and Informed Consultations (CLPIs).

During the two days of activities, participants contributed suggestions on language, images, and facilitation strategies, with the aim of ensuring that the technical content related to REDD+ is understandable and culturally appropriate. The goal is to ensure that communities have real conditions to understand and express their opinions on the proposed activities.

On the first day, Semas' Deputy Secretary for Water Resources and Climate Management, Renata Nobre, led the discussions alongside representatives from the United Nations Development Programme (UNDP). The topics addressed included social participation, CLPI methodology, climate change, REDD+, and the functioning of the jurisdictional system in Pará. The governance structure of the SJREDD+ was also detailed, involving Indigenous Peoples, Quilombola Communities, and Traditional Communities (PIQCTs), the State Government, and the ART TREES standard — which defines criteria for generating carbon credits in an environmentally and socially responsible manner.

The second day of the meeting was dedicated to discussing socio-environmental safeguards, the REDD+ benefit-sharing strategy, and presenting the Monitoring, Reporting, and Verification (MRV) System. The International LEAF Coalition was also presented, a public-private initiative aimed at reducing deforestation by 2030 and financially supporting forest emissions reduction programs.

“The construction of the REDD+ Jurisdictional System is the result of years of dialogue. It was an opportunity for them to review our language and examples, adapted to the local reality, a way to make this complex topic, REDD+, more accessible. In these two days, we were able to anticipate some of the main questions and, with that, clarify them for them and better prepare our technicians. It was a very rich moment of construction, and we are sure it will make a difference. We have already been able to test the content and materials beforehand, which will allow us, on the day of the presentations, to present them in a more adapted way, facilitating understanding and ensuring that the correct message about the benefits of the jurisdictional system is conveyed,” highlighted Secretary Renata Nobre.

For Ronaldo Amanaié, coordinator-treasurer of the Federation of Indigenous Peoples of the State of Pará (FEPIPA), the moment was decisive to ensure that the content reaches the territories in a solid and respectful manner. “The participation of FEPIPA in this process is very important for us to have solid work in the territories regarding what the REDD+ jurisdictional system is and its benefits, so that relatives can decide, autonomously, whether they want to be part of it or not,” he stated.

The coordinator of Malungu, Erika Monteiro, also reinforced the importance of seeing the contributions made by social movements reflected in the materials. “It was essential to participate in this rehearsal. We were able to see what the State absorbed from our methodological proposal and suggest improvements to make the material more didactic. I believe that, with our contributions, this material will reach the territories with more security, more ownership, addressing difficult topics, but through an accessible methodology. We know there will be challenges, but we are more excited after these moments and are confident that everything will work out,” she explained.

REDD+ Jurisdictional System

The process of building the SJREDD+ in Pará is anchored in the guidelines of the State Policy on Climate Change (PEMC) and the goals established by the State Plan Amazon Now (PEAA). The expectation is that the resources obtained through carbon capture will reinforce the State's environmental policy and promote a new model of socio-environmental development, in line with the vision of the Government of Pará.

To enhance transparency about the system, Semas maintains available on its portal the history of the construction process, official documents, news, and other information of public interest.
