In Brasília (DF), the 1st Seminar of the National Public Security Information System (Sinesp) Centralized Service and Dispatch (CAD) concluded this Friday (9), promoted by the Ministry of Justice and Public Security (MJSP), through the National Public Security Secretariat (Senasp). Pará was one of the exhibitors in the program, highlighting the integration of the tool with its systems.

The Sinesp/CAD is a communication channel between command centers and operational units. It functions as a tool that allows for faster and coordinated dispatch of information regarding occurrences received by public security forces. The first seminar discussed the functionalities of the integrated system, leveling knowledge among federative entities.

The event was promoted by the Ministry of Justice and Public Security

“The Sinesp/CAD is a very important tool for the Integrated Operations Center (Ciop), especially regarding integration. We can manage information, have the correct flow of attending to an urgent occurrence to the agency that will actually respond or to the various agencies that may be necessary for that occurrence. And, most importantly, we will have all this information stored in a database, from which we can later conduct research, generate reports, and measure various indices necessary for all institutions regarding their planning, operations, actions, and future objectives,” emphasized the director of the Integrated Operations Center, Lieutenant Colonel PM Felipe Aires, one of the representatives from Pará at the event.

Starting on Monday (5), the Seminar provided participants with details about the tool and its new functionalities. There was also a discussion about the problems faced in daily operations, and sharing of best practices and proposals for improvements to the system.

National Example - On the fourth day, professionals from the State Secretariat of Public Security and Social Defense (Segup), including members of the Telecommunication Nucleus of the Secretariat, represented Pará with the lecture “Best Practices - VoIP Telephony.” The experience from Pará with the integration of the system to its command centers and operational units, allowing for faster dispatch, is an example in Brazil.

“The first annual seminar of Sinesp/CAD was promoted by the National Public Security Secretariat (Senasp) with the aim of sharing best practices in the use of this tool within the states. We are representing Pará, with a best practice that has gained national prominence due to the integration we currently have between the Telephone Central and the system. We are the only state, today, that is in integrated contact using the tool,” highlighted Eduardo Raiol, systems coordinator of the Telecommunication Nucleus of Segup.

Professionals from the Public Security of Pará

In June, from the 16th to the 20th, a team from the Ministry of Justice and Public Security (MJSP) will be in Pará, along with professionals from the state public security, for the update of version 3.0 of Sinesp/CAD. Initially, the modernization will reach the Integrated Operations Center (Ciop), which covers the Metropolitan Region of Belém (RMB), and then will follow a schedule in the interior of the State.

Modernization - The Sinesp/CAD platform has been used in Pará since 2020, when the current administration implemented the technology, modernizing the control of attending to and dispatching urgent and emergency occurrences. In the State, the technology was employed through the Project "Speaking for All of Pará," aimed at integrating security forces in the State and improving the relationship with the community.

The Sinesp/CAD also integrates the national database of vehicle thefts and robberies. When a car is stolen, and the crime is reported to the Ciop, to the Integrated Operations Nuclei (Niops), or to the Centralized Service and Dispatch (CADs), it is immediately registered in the alert system of the Federal Highway Police (PRF) for up to 72 hours. The database of the National Bank of Penal Measures and Arrests (BNMP 3.0), which consolidates data on arrested individuals, wanted persons, and those subjected to penal measures, is also part of the platform.
