National Civil Registry Week – Register!: Seap advances even further in assistance policies for those in custody

Symbolic delivery of over 970 basic documents to 30 inmates of the URRS in Santa Izabel do Pará consolidates investments in resocialization in the penitentiary system

As part of the 3rd edition of the National Civil Registry Week – "Register", promoted by the National Justice Council (CNJ), the State Secretariat for Penitentiary Administration (Seap) carried out, on Thursday (15), the delivery of 975 civil documents to people deprived of liberty in Pará. The action, which is part of the programming of the national campaign that started on May 13, extends until May 17 and aims to guarantee basic citizenship rights to vulnerable populations, including those in the prison system.

The issued documents — identity cards (RGs), CPFs, and birth certificates — were delivered to inmates previously identified in a survey conducted by Seap, to regularize the civil status of those who did not have their own documentation.

Partnerships and citizenship

The event was attended by representatives from Seap's partner institutions, such as the General Justice Inspectorate of the State of Pará (CGJ-PA), the Public Defender's Office of the State (DPE), the Civil Police of Pará, the Association of Registrars of Natural Persons of the State of Pará (Arpen/PA), and the Federal Revenue, which collaborated in issuing 237 CPFs (1st and 2nd copies), although it did not send a representative to the ceremony.

Representing Secretary Marco Antônio Sirotheau Corrêa Rodrigues, the director of Biopsychosocial Assistance at Seap, Michelle Holanda, emphasized the direct impact of the action on the lives of those in custody.

"Without documents, we do not exist. Without documents, we do not have health care, we cannot prove family ties. Having a document to present is very important, and the TJPA has shown this sensitivity through the Register Week," she stated.

Holanda also emphasized that Seap is participating for the second time in the campaign in the state and reinforced the project's role in social reintegration.

"Issuing documentation for these people means enabling access to health, education, work, and other fundamental rights. This joint work is crucial to expand the reach and agility of these actions."

Gateway to new rights

Representing the General Justice Inspectorate, Judge Haroldo Maranhão highlighted the symbolic and practical value of the initiative.

"This program is designed for you, who can now access basic civil documentation, a gateway to the achievement of fundamental rights such as health, education, and employment. It is a concrete opportunity to start over," declared the magistrate.

Public defender Júlia Graziete warned about the underreporting of people without civil registration in Pará and reinforced the relevance of initiatives like Register to promote social inclusion and citizenship.

"Everyone knows the difficulty of being an ex-offender and still facing irregularities in documentation. This regularization is essential for the guarantee of any basic right."

Voice of those experiencing the change

For Erenildo Benício Martins, 23, an inmate of the Semi-Open Regime Unit (URRS) in Santa Izabel do Pará, the action represents more than a right — it is a chance to reorganize his life. A resident of the rural area of Concórdia do Pará, Erenildo faced difficulties in issuing his daughter's birth certificate because he did not have his own documents.

"It is a good opportunity for us who are incarcerated. Now I can get my daughter's document, open a bank account. Before, I had nothing, neither RG nor CPF. Thank God, we made it," he celebrated.

Another beneficiary, Erlan Lucas da Conceição, 25, reported that the lack of documentation prevented him from accessing vocational courses and job openings within the prison unit. Now, with the new documents in hand, he sees the possibility of rebuilding his path.

"Before, I lost opportunities for not having documents. Now I can apply for courses and jobs here. This has been, to date, the best opportunity I have had."

Register: a national action

Created by the National Justice Inspectorate, the National Civil Registry Week aims to promote access to basic documentation among vulnerable populations, such as inmates of the prison system, ex-offenders, people with mental disorders, indigenous people, and quilombolas. The campaign is carried out in all 26 states and the Federal District, with the support of justice, security, and civil registry agencies.

In Pará, Seap reaffirms its commitment to resocialization, using civil documentation as an essential tool to guarantee dignity, citizenship, and real opportunities for people deprived of liberty.

At the end of the Register Week, Seap delivered a total of 519 second copies of birth certificates; 237 CPFs (1st and 2nd copies, regularization) and 219 RGs (1st and 2nd copies).
