The State Department of Public Health of Pará (Sespa) held a strategic meeting on Friday (23) with the National Council of Health Secretaries (Conass) to present projects linked to the Institutional Development Support Program of the Unified Health System (Proadi-SUS). The agenda, led by the coordinator of Institutional Development of Conass, René Santos, aimed to align priority actions involving topics such as telemedicine, palliative care, health technology assessment, clinical management of chronic conditions, and strengthening state management.

Representatives from the Sespa office, technical areas of primary and specialized care, surveillance, planning, and regulation, as well as strategic coordinators and hospital managers participated in the meeting. The initiative reinforced Pará's commitment to modernizing and qualifying public health services through cooperation with institutions of excellence.

Secretary of Public Health, Ivete Gadelha Vaz

For the Secretary of Public Health, Ivete Gadelha Vaz, the meeting represented an opportunity to strengthen state management based on evidence and innovation. “The Proadi-SUS projects are essential to strengthen planning, qualify services, and reduce regional inequalities, especially in a state with so many challenges like Pará.”

Deputy Secretary of Health Policies, Heloisa Guimarães

The Deputy Secretary of Health Policies, Heloisa Guimarães, highlighted the importance of joint action among the technical areas of Sespa. “Extremely important, because everything that the Health Department needs to do is deliver results to those at the front line, to those in need, to those in pain, those needing surgery. So, if we do not speak the same language, it becomes increasingly difficult. By integrating the same systems, this result arrives much faster. So, this tool that Conass brought today, as a gift, to the State of Pará is extremely important.”

Coordinator of Institutional Development of Conass, René Santos

Coordinator René Santos emphasized that the goal of the visits to the states was to strengthen the synergy between the Proadi-SUS projects and local realities. “It was a pleasure to be here gathered with Secretary Ivete's team at Sespa. We are visiting all Brazilian states to discuss the strategic alignment of Proadi-SUS projects, demanded by Conass and executed by state secretariats. Our aim was to present the projects defined for the 2024-2026 triennium, discuss the work process with Sespa, and monitor, with our technicians, the implementation and results. All projects focus on organizing Health Care Networks and strengthening state management, with support from the Ministry of Health and Cosems. Being close to local reality is essential for the success of these actions.”

The Proadi-SUS is an initiative of the Ministry of Health, developed in partnership with hospitals of excellence such as Sírio-Libanês, Albert Einstein, HCor, Moinhos de Vento, Alemão Oswaldo Cruz, and Beneficência Portuguesa. Provided for in Complementary Law No. 187/2021, the program aims to execute strategic projects and provide unpaid services for the benefit of the Unified Health System (SUS), using resources from tax immunity provided constitutionally. The projects include technical support, training of professionals, process improvement, and incorporation of technologies.

The expectation of Sespa was that the projects presented could be adapted to local reality and implemented with the engagement of technical teams, promoting a more resolutive, humane, and efficient SUS for the population of Pará.
