Pará intensifies municipal debates in preparation for the 7th State Conference of Cities
Public authorities and civil society discuss demands regarding sanitation, housing, mobility, and land regularization. More than 100 municipalities have already held their conferences.
Municipalities in Pará are intensifying preparations for the 7th State Conference of Cities, which will bring together representatives from civil society and public authorities from all regions to define priorities in the areas of housing, sanitation, urban mobility, and land regularization.
The state stage will take place in August in Belém, preceded by municipal conferences, with the technical and institutional support of the State Council of Cities (ConCidades), linked to the State Secretariat of Cities and Regional Integration (Secir). The series of meetings in this final stretch began on Friday (20).
In recent days, the municipalities of Garrafão do Norte, São Sebastião da Boa Vista, São Francisco do Pará, Nova Timboteua, Novo Progresso, and Castanhal have held their conferences. By June 30 (Monday), it will be the turn of Piçarra, Vitória do Xingu, Curuá, Goianésia do Pará, Anapu, São Geraldo do Araguaia, Belém, Marituba, Mojuí dos Campos, Paragominas, Ipixuna do Pará, and São Domingos do Capim.

On this Thursday (26), three more municipalities joined the list of over 100 that have already held their meetings: Senador José Porfírio, Altamira, and Capitão Poço.
Wide participation - In Altamira, the 4th edition of the conference was held with broad popular participation, gathering representatives from social movements, civil society organizations, and members of the municipal public authority.
“I always say that public policies cannot be discussed behind closed doors. Through the conferences, we manage to listen to the population, their problems and aspirations, what is happening in each city. And we, as the State government, through the Secretariat of Cities, are here to seek the most effective solutions to these issues,” highlighted the State Secretary of Cities, Fernanda Paes.

Capitão Poço, in northeastern Pará, also held its 4th municipal conference. The Municipal Secretary of Cities, Hur Bem Rufino, reinforced the importance of the moment. “We are formulating many proposals aimed at the urban development of our municipality, and with that, we are building a fairer, more efficient city, always with popular participation,” he emphasized.
1st Conference - In Senador José Porfírio, the municipal conference was held for the first time. For the municipal Planning Secretary, Denilson dos Santos, this is an important milestone for the future. “It is a great satisfaction for the municipal management to hold the first Conference of Cities. It is a special moment of progress, as it is essential for us to be updated on the axes discussed, so that we can move towards our goals for the future,” said the manager.

For the executive secretary of ConCidades, Antônio Kether, “It is essential that as many Pará municipalities as possible hold their conferences, because it is through them that we can align local needs, aspirations, and the main demands of Pará, to bring a qualified debate to the national sphere in the future.”
National policy - The Minister of Cities, Jader Filho, participated in the municipal conferences remotely and sent a message to the participants highlighting the relevance of the state and regional stages for the construction of national urban policy.
“The state and municipal stages are spaces for collective thinking and ensure the appreciation of regional diversity and the specificities of each state — elements that need to be considered in the formulation of national public policies,” emphasized the minister.
State stage - The 7th State Conference of Cities will be held on August 12, 13, and 14, 2025, at the Teatro Margarida Schivasappa in Belém. During the event, a report will be prepared with the main demands of Pará in the areas of housing, sanitation, urban mobility, and land regularization.
The document will integrate the reports from other Brazilian states and will serve as a basis for the formulation of national public policies for urban development, which will be debated at the National Conference of Cities, held in October in Brasília (DF).
