Segup and Civil Police promote preventive action against the use of cutting lines with cerol in the Outeiro district

On this Friday (18), the Secretary of Public Security and Social Defense (Segup), through the Directorate of Public Policies and Social Prevention (DPS) in conjunction with the Civil Police of Pará, carried out awareness actions to curb the use of cutting lines used for flying kites, with cerol or chilenas, and also reinforced prevention against the crime of sexual harassment in the Outeiro district, in Belém. The actions are part of the "Operation Summer 2025" and aim to prevent accidents and comply with state legislation that prohibits the manufacture, sale, and use of the material.

The actions that began on June 28 continue to be reinforced with prevention and inspection, in an integrated manner, so that we can continue until the end of the actions, without incidents and accidents with this type of material, as highlighted by the Secretary of Public Security and Social Defense, Ualame Machado.

"Outeiro is among the localities that receive reinforcement in Public Security actions to ensure safe leisure and social peace for residents and everyone who travels to the district's beaches, therefore, in addition to the reinforcement in the service of the Police Station, we also have Military Firefighters on the beaches and Segup staff alongside the forces carrying out educational actions and inspecting the use of lines with cerol, which can cause fatal accidents. Therefore, we will continue with guidance and removing these materials, in order to ensure safety and allow everyone to have fun without any incidents," stated the head of Segup.

During the actions carried out on the afternoon of this Friday (18), guidance was provided to children, families, and vendors who were on the sand of the "Grande" and "do Amor" beaches, focusing on the campaign "No to the use of cerol", reinforcing the information about the prohibition of the use of cutting lines, with cerol and chilena lines, which pose a risk to the lives of motorcyclists, cyclists, and bathers.

According to the Civil Police Delegate, João Cláudio Castanho, director of the Specialized Police Station for the Care of Children and Adolescents, he reinforced the importance of preventive actions with the population. "The integrated action is preventive in nature, demonstrating the active presence of the State, reinforcing that public security is achieved through integration, information, and proximity to the population," he stated.

"I am here in Outeiro, playing with my kite friends, because this month there is more wind and sun. But I use the kite with white line, without cerol, because I know that cerol is cutting and several people have already lost their lives with cerol line. So I ask everyone to use white line so as not to harm anyone and we children also feel safer," said 12-year-old student, Wallace Farias, who was playing during the sunny afternoon at Praia Grande.

Penalties - State Law No. 9,597/2022 prohibits the possession, manufacture, and sale of cutting lines with cerol (ground glass), chilena line, and similar materials, regardless of the application of cerol. Non-compliance results in a fine of R$ 50.00 for individuals. If the offender is a minor, the parents or guardians will be held responsible for the act. The establishment caught selling cutting line will be fined up to R$ 5,000.

The action that guarantees information and reinforces prevention has the approval of the vendors operating on the beaches, as stated by street vendor, Marcos Santos. "Friends, I am here in Outeiro working and last week there was a lot of cerol line, so I wanted to congratulate the police for doing their job, doing the right thing by removing this waxed line, because it can cut someone's neck, as there have been other cases, so I think this action is very good, it can prevent an accident, something serious, so they are doing their job, reinforcing that it is prohibited, and thus it will be better for everyone," he stated.

During the action, the agents also reinforced the fight against sexual harassment and sexual exploitation of children and adolescents, distributing pamphlets and posting informative posters, reinforcing the reporting channels with the population.
