Governments of Pará and Federal advance in security and mobility plan for COP30
Vice Governor Hana Ghassan and Extraordinary Secretary for COP30, Valter Correia, led a meeting with command and control agencies to define strategies during the conference

On this Wednesday (20), Hana Ghassan, Vice Governor of Pará, and Valter Correia, Extraordinary Secretary for COP30 (Secop) of the Federal Government, met with representatives from public security and mobility agencies from the three levels of government. The meeting addressed the strategic planning to ensure security and mobility during the Leaders' Summit and the 30th United Nations Climate Change Conference (COP30), which will take place in November in Belém.
At the opening, Hana Ghassan emphasized the progress of actions already taken by public institutions and highlighted that this is the time for final adjustments. “This working group is well advanced, and we have now reached the phase of defining strategic decision-making. Everyone must act so that all necessary actions are taken at the right time and understand their role in this major event.”
Earlier this month, the delegation from the United Nations Department of Safety and Security (UNDSS) approved the security, health, and mobility plans presented by the Federal, State, and Municipal Governments for COP30. The inspection evaluated the conference venues, accommodations, transportation systems, and health and security structures.

Security and mobility plan - The Secretary of Public Security and Social Defense of Pará, Ualame Machado, presented the integrated security and mobility plan. The strategy provides for the deployment of more than ten thousand agents and military personnel, operating at strategic points such as the City Park, the Outeiro Port, BR-316, and downtown Belém.
The mobility plan includes more than 240 buses with exclusive routes to take the public to the City Park, in addition to the regular fleet already operating in Belém. For the Outeiro Port, approximately 100 vehicles will transport around five thousand participants staying on cruise ships.
Details were also provided on the blockades and releases on access roads to the City Park, with inspection barriers and credentialing of government and private vehicles near the Blue Zone. The scheme also includes the movement flows of the convoys of heads of state, including that of President Luiz Inácio Lula da Silva.

Calling for major events - The Secretary of Secop, Valter Correia, reinforced Brazil's experience in hosting major conferences and international competitions, such as Eco-92, Rio+20, the World Cup, the Olympic Games, the G20, and Brics. He assured that COP30 will be no different.
“The work has been done with diligence and determination. Regarding security and mobility, more than ten workshops have been held with all agencies, including the Armed Forces, Navy, Army, Air Force, Federal Police, Highway Police, Abin, GSI, State Department of Public Security, and the City Hall of Belém. It was an exhaustive effort that covered cybersecurity, air, maritime, territorial security, and critical points,” he concluded.
