Seap and Senappen discuss investments in the modernization of prison units in Pará

The acquisition of security equipment, tracking of penal facilities, and allocation of resources for the 'Fair Sentence Plan' were also discussed at the meeting in Brasília

Operational alignments and the transfer of equipment for the penitentiary system in Pará were topics addressed by the Deputy Secretary of Operational Management of the State Secretariat for Penitentiary Administration (Seap), Ringo Alex Frias, in a meeting held in Brasília (DF), with the National Secretary of Penal Policies, André Garcia, at the headquarters of the National Secretariat of Penal Policies (Senappen). Ringo Alex Frias represented the head of Seap, Colonel PM Marco Antonio Sirotheau Corrêa Rodrigues.

Meeting addressed improvements in the penitentiary system

“We discussed the maintenance of some protocols established between Senappen and Seap, as well as the acquisition of security equipment and the tracking of our prison units,” informed the deputy secretary.

Addressing violations - The release of resources for the “Fair Sentence Plan,” already filed with the Federal Supreme Court (STF), was also discussed. Fair Sentence is the national plan to address issues in Brazilian prisons, developed by the National Justice Council (CNJ) and the Union, with the support of various institutional partners and civil society. The preparation follows the determination of the Federal Supreme Court in the judgment of the Arguição de Descumprimento de Preceito Fundamental 347 (ADPF 347) in October 2023.

The decision indicated that there are systematic violations of human rights in prisons, which offer precarious conditions of infrastructure, hygiene, and food, insufficient health care, overcrowding, inadequacy in the procedural management of sentenced individuals, and reports of torture and mistreatment.

With over 300 goals to be met by 2027, the Plan proposes a prison system that contributes to the safety of the population, respects human and fundamental rights, favors efficiency in the use of public resources, and broader national development.

The Director of Penal Policies of Senappen, Sandro Abel, and the Director of Bidding, Contracts, and Agreements of Seap, Larissa Beltrão, also participated in the meeting.
