Government brings forward operation of new company in sanitation in Belém, Ananindeua, and Marituba

Águas do Pará begins operations in partnership with Cosanpa to expand coverage and accelerate water supply and sewage works

The Government of Pará has brought forward the start of the new sanitation management in Belém, Ananindeua, and Marituba to this Monday (1st). The change is strategic and will enable the concessionaire Águas do Pará, from the Aegea Group, to develop the plan for works and improvements in the three cities, which are already receiving infrastructure investments aimed at hosting the 30th United Nations Climate Change Conference (COP30) in November.

The announcement was made official at the headquarters of Águas do Pará, with the participation of representatives from the company, the Companhia de Saneamento do Pará (Cosanpa), and the Attorney General's Office (PGE). With the start of definitive operations, the concessionaire assumes responsibility for the distribution of treated water, sewage collection and treatment, as well as customer service in these cities. In the three municipalities, Cosanpa will continue to be responsible for water capture and treatment.

Priority Actions

During the event, the priority actions of Águas do Pará were presented, which include the installation of real-time monitoring systems for the distribution network, reservoirs, pumps, wells, and treatment stations. The regularization of potable water supply and the implementation of sewage networks in Vila da Barca, in Belém, are also planned.

Cosanpa continues to operate in this phase, with investments of R$ 220 million for works, including the renovation and manufacturing of new filters for Water Treatment Stations (ETAs), modernization of blowers, and implementation of treatment and disinfection systems in 32 wells in Belém, Ananindeua, and Marituba.

The CEO of Águas do Pará, André Facó, emphasized the importance of the partnership for the implementation of improvements. “Cosanpa remains responsible for water capture and treatment, and we are responsible for distribution. The challenges are great, and that’s why we are working hand in hand to accelerate the pace of improvements, ensuring advances in quantity and quality,” he highlighted.

In addition to the initial amounts, over R$ 18 billion will be allocated to the 126 Pará municipalities included in the concession process. “We have here a very important step taken by the state, which, through Cosanpa and Águas do Pará, will be able to bring basic sanitation to the population, which means health and dignity for all,” said the administrative director of Cosanpa, Vitor Borges.

Universalization of Sanitation

The concession of services was one of the main strategies for the State to achieve the goal of ensuring, by 2033, treated water for 99% of the population and, by 2039, sewage collection and treatment for 90% of Pará residents. According to the state attorney Gustavo Monteiro, Pará continues to be a leader in this process. “The State has been leading this concession since the modeling studies for the 126 municipalities. There were three years of studies in partnership with the National Bank for Economic and Social Development (BNDES) and two bids held. This phase represents a significant advance, and the state will continue to be a leader in working with Cosanpa, in the transition and in the oversight of services, through the Public Services Regulation and Control Agency (Arcon),” he explained.

Águas do Pará will be responsible for water and sewage services in 126 municipalities, including Belém and the Metropolitan Region, Marajó, Northeast, Southeast, Southwest, and Lower Amazon. In July, the concessionaire signed a contract with the State Government and began the assisted operation phase of services in the cities of the Metropolitan Region of Belém, Marajó, Northeast, and Southeast, with this phase concluding in Belém, Ananindeua, and Marituba this Monday, marking the start of the full management of the concessionaire.

Consumer Service

With the start of operations of Águas do Pará in Belém, Ananindeua, and Marituba, Cosanpa will maintain customer service in these three cities for debt negotiations. In the other 49 municipalities still under its responsibility, administrative and operational service will continue until the beginning of 2026, when the transition period for the concessionaire ends.

Cosanpa will also continue investing in ongoing projects to improve service quality, such as the completion of the Una Sewage Treatment Station in Belém, the expansion of the Water Supply System in Breves, on Marajó Island, and various works planned in the Sanitation Development Project – Prodesan Pará.
