Semas promotes CAR mutirões and expands services for farmers in Pará

Actions in Trairão and Xinguara benefited more than 200 rural producers with environmental regularization and access to public policies

The Government of Pará, through the State Secretariat for the Environment, Climate and Sustainability (Semas), continues to expand environmental regularization actions in different regions of the State. At the beginning of this month, CAR mutirões were held in Trairão, in western Pará, and technical assistance during the Xinguara Agricultural Fair (FAX 2025), in the south of the State.

The activities are part of the Regulariza Pará Program, which guarantees direct support to rural producers in the environmental regularization process, strengthening family farming and the sustainability of production.

More than 190 properties served in Trairão

On September 1st and 2nd, Semas teams assisted farmers in the Caracol district, and on the 3rd and 4th, in the municipal seat of Trairão. A total of 191 rural properties were covered, in an area of approximately 18,300 hectares, benefiting 127 men and 64 women.

The mutirão was supported by the Trairão City Hall, the Municipal Secretariat of Environment and Tourism (Semamt), and the Technical Assistance and Rural Extension Company of Pará (Emater).

At FAX 2025, held from September 2nd to 4th, Semas set up a service desk to clarify doubts about CAR and environmental licensing processes for agrosilvopastoral activities. A total of 14 properties were served, covering an area of 2,500 hectares, involving 12 men and 2 women.

According to the Deputy Secretary of Semas, Rodolpho Zahluth Bastos, the mutirões bring the government closer to the population and strengthen environmental management in the State. “The rural environmental regularization mutirões carried out by the Regulariza Pará Program since 2021 represent a direct dialogue channel between Semas and the rural producer of family farming. This innovative strategy has enabled extraordinary progress in the environmental regularization of the State. More than 150 mutirões have already been carried out throughout Pará, which have been essential for achieving the goal of 10 million hectares of CAR completed in the State.”

The manager of Semas, Fernanda Braga Teixeira, also emphasized the importance of the program. “With the validated CAR, the farmer has access to public policies for promotion and sustainability, such as rural credit, recovery of degraded areas, and Payment for Environmental Services programs. We are here to ensure that these rights reach the communities directly.”

The farmers highlighted the relevance of the service close to the communities. Osiel Jermano, a citrus and rambutan producer, celebrated the achievement of the certificate. “It is very pleasant because it is the first time I have gone through this experience and it will already help me. This certificate offers one more improvement for our income, especially for those who are starting to produce.”

Farmer Jacilda Carvalho, who has lived in Caracol for 23 years, valued the practicality of the action. “The mutirão is very important because it prevents us from having to travel far and spend the whole day to resolve an issue that could be done in an hour. When the team comes to us, we can better organize the pending issues and see the benefits reaching the community.”

Benefits of CAR - With the validation of the Rural Environmental Registry, farmers gain access to credit lines, incentive programs such as Pronaf and the Safra Plan, in addition to Payment for Environmental Services (PSA) initiatives. The CAR is considered the gateway to adherence to these policies, being an essential instrument for the sustainable management of rural production in Pará.
