The State Secretariat for the Environment, Climate and Sustainability (Semas) held, in partnership with the Union of Mineral Industries of the State of Pará (Simineral), the III Simineral Technical Congress in the municipality of Santarém, western Pará, bringing together representatives from the public and private sectors, specialists from national and international representations, and partner institutions to discuss sustainability practices, decarbonization, and the role of mining in the energy transition.

Throughout the program, the Deputy Secretary for Environmental Management and Regularity of Semas, Rodolpho Zahluth Bastos, participated in two central debates: the panel "COP30: Building Agendas for Pará and Brazil," which addressed the strategies of the State hosting the climate conference, and the panel "Decarbonization with Mining: Critical Minerals for Transition, Decarbonization of Operations and Supply Chain, Climate Finance and Carbon Credit in Mining," where he highlighted Pará's actions in the energy transition agenda.

"The goal is for the public and private sectors to walk together, strengthening good practices, mediating the relationship with traditional communities, and promoting responsible mining that can reconcile governance, social pacification, and environmental sustainability in the territories where it operates," said the deputy secretary.

Panel 3 addressed 'The challenge of Illegal Mining and Sustainable Mining as a partner for Development and Conservation'

Sustainability - The director of Licensing at Semas, Marcelo Moreno, also participated in the program, contributing to the panel "The challenge of Illegal Mining and Sustainable Mining as a partner for Development and Conservation," reinforcing the importance of environmental licensing in combating illegal practices and strengthening sustainable models.

The president of Simineral, Anderson Baranov, highlighted that the congress has been playing a strategic role in engagement. "This third congress reinforces the importance of opening dialogue about mining and sustainability. With each edition, we seek to bring different perspectives, showing the role of mining in the daily life of society, the social investments made, and the challenges we face. The partnership with the State government, especially with Semas, has been fundamental in consolidating responsible mining in the Amazon. The event also marks the signing of the Santarém Letter, a collective commitment that symbolizes this joint effort," he declared.

Panel 1 discussed 'COP30: Building Agendas for Pará and Brazil'

The vice-mayor of Santarém, Carlos Martins, emphasized the role of cooperation between public and private entities. "It is a joy for Santarém to host an event that brings together the mineral sector, the State government, and municipalities around sustainable development. This partnership is fundamental, as we have responsibilities to our traditional populations, extractivists, fishermen, indigenous peoples, and quilombolas. The commitment being made here reinforces the need to align mining with social, environmental, and economic dimensions, bringing the sector even closer to communities and territories. This dialogue, on the eve of COP30, is an important step towards a low-carbon energy transition and building a more sustainable future," he added.

Signing of the Santarém Letter, drafted by Semas and Simineral

Santarém Letter - The meeting culminated in the signing of the Santarém Letter, considered a milestone for the mineral sector of Pará. The document, built in partnership between Simineral and Semas, symbolizes the commitment to transform technical data into concrete actions for governance, environmental preservation, and social development. The Letter provides for the creation of a strategic database on mining in the State, with reports capable of supporting public policies and business practices aimed at sustainability, aligned with the Sustainable Development Goals (SDGs) and the global challenges of the climate agenda.

"The Santarém Letter is the result of this process, establishing a data platform that will gather restoration and decarbonization initiatives, allowing the State and companies to define more effective joint strategies," emphasized the deputy secretary.
