Semas and municipal secretaries discuss strengthening integrated environmental management
State managers and members of the Permanent Forum of Municipal Secretaries of the Environment of Pará addressed licensing, inspection, and monitoring mechanisms
The State Secretariat for the Environment, Climate and Sustainability (Semas) held a meeting on Thursday (18) with the Permanent Forum of Municipal Secretaries of the Environment of Pará (Fopesmma). The meeting, held at the Semas Training Center in Belém, brought together municipal managers and the technical team of the Secretariat to discuss strategic agendas aimed at strengthening integrated environmental management in the State.
During the meeting, topics related to the functioning and improvement of the environmental management systems used by the State and municipalities were discussed, such as licensing, inspection, and monitoring mechanisms. The application of resources, institutional rapprochement between Semas and municipal secretaries, joint organization of events, and training aimed at the technical capacity building of local managers were also on the agenda.

Another point discussed was the creation of an agenda for in-person and distance training in various areas of the agenda, aiming to improve service to the regional offices.
Joint agenda - At the opening, the State Secretary for the Environment, Climate and Sustainability, Raul Protázio Romão, emphasized the importance of collaboration with municipalities to strengthen environmental policy in Pará. “The purpose of this moment is that we can objectively respond to the issues presented and, at the same time, align a joint work agenda. The environmental system only works with articulation. The State and municipalities, together, can advance much more than in isolation,” highlighted the head of Semas.

He also reinforced that the expectation is to continue the meetings periodically. “We need to have this dialogue permanently, because environmental management depends on the integrated action of all entities,” he added.
“The role of Semas is to support municipalities with technical and institutional support to carry out their duties efficiently. Environmental management requires organization, clarity of process flows, and a cooperation network that works in all regions of the State. This meeting with Fopesmma is an important step to consolidate an integrated model, in which each municipality has the conditions to advance in environmental regularity and strengthen its secretariats,” said the Deputy Secretary of Environmental Management and Regularity of Semas, Rodolpho Zahluth Bastos.

The president of the Forum and Secretary of the Environment of Belém, Juliana Nobre, also participated in the meeting and emphasized that “this rapprochement between the State and Fopesmma is fundamental for institutional strengthening. We brought collective agendas, with the participation of directors representing 11 regional offices, to discuss topics such as Green ICMS, training, and structuring of municipal secretariats. This dialogue is essential for policies to reach the grassroots, where environmental management actually takes place. It was a very productive meeting, and we will maintain a permanent agenda, with frequent meetings to advance together in the environmental management of Pará,” she stated.
The meeting resulted in the forwarding of deliberations that will serve as a basis for the next meetings.
