Semu strengthens partnerships to expand the "Don't Stay Silent" protocol in bars and restaurants
Partnership between the State Secretariat for Women (Semu) and the Brazilian Association of Bars and Restaurants (Abrasel/PA) prepares establishments in the food sector to implement the "Don't Stay Silent" protocol

The State Secretary for Women, Paula Gomes, met with representatives of the Brazilian Association of Bars and Restaurants in Pará (Abrasel/PA), Rosane Oliveira, Bebel Lima, and Carolina Faria, to align strategies for implementing the "Don't Stay Silent" protocol, which guides professionals to identify and act in situations of risk.
“Every step in this direction is a step forward for women in Pará to move around with more safety, freedom, and respect. This is an urgent issue, and we want the bar and restaurant sector as an ally in this transformation,” emphasized the secretary.

In addition to online training, the partnership includes in-person actions, such as the distribution of informational materials and practical workshops, especially in the context of preparation for large events.
With this initiative, the government of Pará reinforces that preventing violence against women is not only the duty of the public power but of society as a whole. The adherence of the bar and restaurant sector represents a strategic step in building safer and more welcoming spaces for women.
What is the protocol

The "Don't Stay Silent" protocol, regulated in Pará by Decree No. 3,643/2024 and originating from State Law No. 9,238/2021, establishes that bars, restaurants, and nightclubs adopt measures of support and protection for women in situations of harassment or violence.
The action is coordinated by Semu and brings together partners such as the State Secretariats of Security (Segup); Justice (Seju), through the Consumer Protection Directorate (Procon); Civil Police, Governance School of Pará (EGPA), Information and Communication Technology Company of Pará (Prodepa), and Federal University of Pará (UFPA). The proposal includes free training for workers in the sector, available on the website of the secretary.
With practical content and clear guidelines, the course prepares owners and teams to apply the protocol in their daily routines, ensuring environments of greater respect and safety for all women.
