New members of the Penitentiary Council of the State of Pará take office at the Seap headquarters
The members of Copen will serve their term for the next four years
The inauguration of the new members of the Penitentiary Council of the State of Pará (Copen), who will serve their term for the next four years, took place on the morning of this Tuesday (30), at the headquarters of the State Secretariat of Penitentiary Administration (Seap). On this occasion, demands related to the Pará penitentiary system were also discussed.
The Copen is responsible for overseeing the regularity of the penitentiary system and proposing policies and actions for the improvement of custody services, as well as suggesting and supervising social reintegration actions for the inmates, through labor and socio-educational processes, among other duties.
Presided over by the Deputy Secretary of Administrative Management of Seap, Colonel Luiz André Maués, who represented Secretary Marco Antonio Sirotheau Corrêa Rodrigues, the event was opened with the inauguration ceremony of the new members of the Council: Flávia Christina Maranhão Campos, representative of the Public Defender's Office of the State of Pará (DPE); Aline Carneiro Bezerra, from the Regional Psychology Council (CRP); Ediel Gama Lopes, from the Brazilian Bar Association - Pará Section (OAB-PA); State Deputy Nilton Neves, from the Legislative Assembly of Pará (Alepa); Clay Anderson Chagas and Wando Dias Miranda, both from the fields of Criminal Law, Procedural Law, Penitentiary Law, and related Sciences, and Colonel PM Ronaldo Braga Charlet, appointed executive secretary of Copen.
Colonel Luiz André Maués said he “expects a lot of work in the coming months” and informed that today several processes presented during the ceremony were drawn among reporters and reviewers. “Now, we must wait for the work that lies ahead. After some time that we were stalled due to mandates that had ended, everything has been regularized, and we are now moving in the best possible way so that Copen, under the guidance of our secretary, Colonel Marco Antonio Sirotheau Corrêa Rodrigues, continues in the best possible manner,” he added.
Clarifications - During the meeting of the councilors, the coordinator of Prison Education at Seap, Patrícia Sales, presented a brief report on the educational actions developed by Seap, highlighting the Encceja (National Exam for Certification of Competencies of Youth and Adults), held last week, and the receipt of equipment donated by the National Secretariat of Penitentiary Policies (Senappen) for educational actions.
The head of the Biopsychosocial Care Directorate (DAB), Michele Holanda, also presented a report on the services, structures, and the current LGBTQIA+ population served by Seap in the prison units.
'Strengthening ties' - The representative of the Public Defender's Office, Flávia Christina Maranhão Campos, coordinator of Criminal Policies of the institution, recalled that many of the DPE's actions have direct reflections on the actions required in Copen. “I believe that this union will bring us closer to solving problems much more quickly, since the demands that occur in the Defender's Office often come through the Coordination of Criminal Policies. So, it becomes much easier for us to bring it to the Penitentiary Council. I sincerely hope that we can give a boost, the greatest strengthening of ties between Seap, the Penitentiary Council, the Defender's Office, and the Public Ministry,” said Flávia Campos.
State Deputy Nilton Neves, who is part of Copen for the second time as a representative of Alepa, emphasized that Copen “is a very important work” in verifying the situation of inmates and the prison structure to ensure and guarantee the rights of the detainees.
“I am here to collaborate. We really need to make visits, see how each prison unit is doing. Our State is very vast, very large, with 144 municipalities, where there are no penitentiaries; prisoners need to be accommodated in police stations. I, as a state deputy, am here to support Seap and Copen,” the parliamentarian added.
The new members of the Penitentiary Council of the State of Pará jointly decided that, in principle, every last Thursday of each month will be dedicated to Copen meetings. The next meeting is scheduled for October 30.
