Integrated action ensures reception and social defense in downtown Belém
The state provided social assistance and health services to homeless individuals while simultaneously reinforcing public safety presence.

The Secretary of Public Security and Social Defense (Segup), in conjunction with security, social defense, assistance, and health agencies, both state and municipal, coordinated security actions in the Operation Welcome last Thursday (09), which involves a set of strategies for assisting individuals in social vulnerability who are exposed to violence.
The State Government, through security agencies, acted in support of social assistance agencies to ensure that homeless individuals have access to public and social services, in addition to promoting the cleaning and revitalization of central areas of the capital, also ensuring the safety of the workers operating in the area. In addition to this action, the Civil Police acted to execute arrest warrants related to drug trafficking in the commercial center area.
“We operated in two distinct actions, first with a police operation where the targets were not the homeless individuals, but drug suppliers who exploit dependency to sell drugs. So, in other areas, 8 arrest and search warrants were executed for these individuals, and two others were caught in the act for trafficking. It is important to emphasize that this operation was against suppliers and not against people who stay in the area. Alongside this, there was a reception action by health and assistance agencies at Ver-o-Peso and Praça do Relógio, which worked on welcoming and convincing these individuals to be included in treatment. So it was a humanized action but with public safety concerning neighborhood traffickers,” explained the Secretary of Public Security and Social Defense, Ualame Machado.
The reception and social service action took place at Praça Dom Pedro II and extended to other points in the historic center, such as Praça Felipe Patroni. Military Police units, in support of the Municipal Guard, conducted incursions and preventive approaches, focusing on reinforcing security, public order, and the well-being of the population.

In an integrated manner, the PM teams acted together with municipal and state agencies, providing humanitarian assistance and referrals for individuals in social vulnerability to reception and assistance services.
During the approaches, a man in violation of electronic monitoring was identified and taken to the competent authorities for the necessary procedures.
According to the commander of the 2nd BPM, Lieutenant Colonel Sullivan, Operation Welcome reinforces the social and preventive role of the Military Police: “The constant presence of the PM on the streets is essential not only to ensure safety but also to offer support and referrals to individuals who need social reception, and we are here to continue this operation and always bring more security to the population,” the officer emphasized.
Regarding the action of the Civil Police, which occurred in an integrated manner with the River Group (GFLU) and the Municipal Secretary of Security, Public Order, and Mobility of Belém, the investigations were conducted by the State Narcotics Division (Denarc) and resulted in the arrest of four women and three men in compliance with preventive arrest warrants issued by the Organized Crime Combat Court and the Guarantees Judge Court of the Metropolitan Region of Belém, with two of the arrested individuals also being caught in the act.

According to the Civil Police, some of the targets are being investigated for being part of a criminal organization. The operation continues to identify, locate, and arrest other possible individuals involved in drug trafficking in the Ver-o-Peso region so that the population can have more peace and security.
Qualification - Segup, through the Directorate of Public Policies and Social Prevention (DPS) and the Pará Security Teaching Institute (Iesp), also promoted the training of 61 agents from the Military Police and Municipal Guard of Belém in the course "Targeted Assistance to the Homeless Population" on Tuesday (7) and Wednesday (8) in Belém, aiming to enhance the skills of professionals to provide more sensitive, efficient, and humanized assistance to individuals in social vulnerability, strengthening the institutional culture of respect for human rights.
