Seap begins Operation Círio 2025 with integrated actions and reinforcement in penitentiary security
The Secretary of Penitentiary Administration intensifies security in the 54 penal units and integrates the task force coordinated by Segup to ensure order, tranquility, and faith during the largest religious manifestation in the country

The State Secretary of Penitentiary Administration (Seap) began the actions outlined in the planning for Operation Círio 2025 this Thursday (9). The inspections in the 54 penal units were the first actions of the institution, which is expected to involve around 2,500 servers in activities aimed at ensuring order and security in the penitentiary system of Pará during the Nazareth period.
Recognized as the largest religious manifestation in Brazil and one of the largest in the world, the Círio de Nazaré gathers thousands of devotees and tourists in Belém. In this context, Seap will integrate the public security task force coordinated by the State Secretary of Public Security and Social Defense (Segup). The action will be joint with other agencies in the system, encompassing operational, administrative, and intelligence actions, with the aim of ensuring the tranquility and safety of the population of Pará during the festive period.
In addition to the actions in the penal institutions, with the reinforcement of security, the secretary will place 80 vehicles strategically at predetermined points and with a force of nearly 2,500 servers from October 9 to October 27, 2025. All this apparatus aims to ensure the safety of the faithful and the society of Pará through operational support to the integrated forces of the Public Security and Social Defense System of Pará (Sieds).
The actions of Seap are coordinated by the Deputy Secretary of Operational Management (Sago), represented by the deputy secretary, Ringo Alex Rayol Frias, who reaffirms the institution's commitment to public safety and the maintenance of order and discipline in the penitentiary system of Pará. "We are joining efforts with other forces to ensure that Círio de Nazaré 2025 proceeds with peace, faith, and security for all pilgrims and citizens of Pará," he assures.
Ringo explains that there will be a reinforcement of internal security in the penal units with the implementation of periodic patrols, general and structural inspections carried out by specialized forces such as the Penitentiary Action Group (GAP) and the Penitentiary Operations Command (Cope), which will be on standby, with teams positioned at strategic points in the state and ready for immediate intervention in any eventuality. During the Círio operation period, temporary exits are also suspended.

Monitoring – Seap, through the Electronic Monitoring Center (Cime), will be at two points, at the Integrated Control and Command Center (CICC) Mobile, installed at Largo do Redondo, on Quintino Bocaíuva street, and at the Integrated Control and Command Center (CICC), located at the Segup headquarters on Almirante Barroso Avenue.
The Cime teams will act in the real-time monitoring of individuals with electronic ankle bracelets; identifying violations and conducting offenders to the competent authority; continuous monitoring of individuals with precautionary measures; video monitoring of the movement of pilgrims; surveillance in exclusion areas; and monitoring essential points of the Círio processions, in addition to supporting the actions of the Search and Recapture Group (GBR) for real-time monitoring of possible escapes.
