Pará makes history and regulates intermunicipal transport by shared taxi
New law officially recognizes the activity of over 600 workers, ensures legal security, oversight, and dignity for transport between municipalities

The Government of Pará sanctioned, this Monday (13), Law No. 563/2025, which regulates the Public Intermunicipal Passenger Transport Service in the Small Capacity Shared Taxi modality, the popular shared taxi. The ceremony took place at the Government Palace in Belém, with the presence of Governor Helder Barbalho, Vice Governor Hana Ghassan, representatives from the Legislative Assembly of Pará (Alepa), the Regulatory and Control Agency for Public Transport Services (Artran-PA), as well as leaders from associations and shared taxi drivers from across the state.

“Today, we are regulating the profession of shared taxi in the state of Pará. There are about 600 workers spread across all municipalities, with the opportunity to offer another collective transport service for our society. With this, we expand the offer, improve quality, and ensure safe and dignified transport for the population. Congratulations to the struggle and mobilization of all workers. Now, the activity is regulated and recognized as a profession in the state of Pará,” said the governor.
Vice Governor Hana Ghassan highlighted the social and economic importance of the initiative.

“It is very good to see this moment of collective construction and I want to congratulate everyone who participated in this historic day! Every worker wants dignity to work, generate income, and support their families. And today is a day that goes down in the history of our state and for the workers benefited by the sanction of the law. The State works to defend those who work in an organized manner and help build a better future for our population. Our governor is a man of his word and fulfilled what he promised. Long live Pará and let’s get to work!” she celebrated.
With the new legislation, the shared taxi service is now allowed in vehicles with up to six passengers, on routes of up to 250 kilometers, under the oversight and regulation of Artran. The regulation represents legal security for drivers, more protection for users, and a direct fight against illegal transport.

The General Director of Artran, Luciano Dias, emphasizes that the law represents a step forward for the intermunicipal transport system in the state. “Today we celebrate the sanction of legislation that recognizes and regulates the transport of small vehicles, known as shared taxis, which already circulate throughout the state, especially in the Northeast, in the Metropolitan Region of Belém and in the interior, but until now without regulation. Now, they will be accredited, the vehicles will be inspected, and passengers will have more security. It is a door-to-door transport, much more executive, that offers convenience to the user,” he explained.
For the workers in the sector, the date marks the end of a long struggle. Edenilson Célio Favacho Neto, known as Cutaca and president of the Shared Taxi Union of the State of Pará, celebrated the achievement with emotion.

“We have been waiting for this moment for 11 years. This law is a gift that the governor is giving us. It is a struggle that has lasted a long time and is now becoming a reality. That’s why all the associations are here to thank. These workers wake up at 5 am every day and just want a dignified job. Now we are recognized as professionals. This is the first governor to give this historic gift to the category,” highlighted the workers' representative.
The emotion also took over the president of the shared taxi association of Ipixuna do Pará, Maria do Socorro Reis Farias. “Today is a historic day and will be unforgettable in the life of every worker in this category. Ipixuna joined the union in 2016 and since then we have followed this struggle. My heart is filled with joy because something that seemed so distant is now happening. Seeing the happy look of each worker knowing that they will come out of the underground and be recognized as professionals of the category is priceless,” declared Maria do Socorro.
The regulation also consolidates the role of Artran, which now fully oversees the authorization, inspection, and monitoring of intermunicipal passenger transport in the state. Created by State Law No. 10.308, of December 26, 2023, the Agency officially assumed regulatory functions in June 2024, after the end of the transition period with Arcon-PA.
The bill was sent by the Executive on August 28, 2025, and approved by Alepa on an urgent basis in September, with favorable opinions from the thematic committees and approval in a single round.
