Codec and City Hall advance in pioneering project of Industrial Condominium in Castanhal

Meeting in Belém defined steps regarding tax incentives, commercialization of lots, and management of the Small Industry Park

The Economic Development Company of Pará (Codec) and the City Hall of Castanhal advanced, on this Wednesday (15), in another stage of cooperation aimed at the implementation of the Industrial Condominium of the municipality, the first enterprise of its kind in the North and Northeast, conceived and coordinated by the Company.

During the meeting, at Codec's headquarters in Belém, topics such as municipal tax incentives, models for the commercialization of business lots, and management of the Small Industry Park, which will be under the responsibility of the City Hall, were discussed. The meeting is part of the Strengthening Program for the Productive Segment of Pará, developed by the state government, to decentralize industrial development and increase job generation in all regions.

Managers viewed the models of the Industrial Condominium

Attending the meeting from Codec were the technical director Ruy Klautau; the director of Strategy and Institutional Relations, Pádua Rodrigues; the legal coordinator, Márcia Paes; architect Mayara Pinheiro; advisor Evandro Diniz; advisor Lorena Aguiar; and the foreign trade manager, Eduardo Rodrigues. Representing the City Hall of Castanhal were the municipal finance secretary, Gilberto Yamamoto; the secretary of Industry, Commerce, and Services, Eduardo Espinheiro; fiscal attorney Caroline Schaff; and staff from the Finance Department.

Pioneering - At the meeting, Codec's technical team presented the executive project and the physical and virtual models of the Industrial Condominium of Castanhal, detailing urban planning, road system, zoning, and the infrastructure and sustainability solutions of the enterprise.

Architect Mayara Martins explained that the project was designed to ensure operational efficiency, environmental sustainability, and legal security for the companies that will settle in the area. “Our goal is to deliver a ready, modern, and safe space that stimulates new investments and strengthens the productive sector of Pará,” she emphasized.

The Industrial Condominium of Castanhal is the first in the North and Northeast to adopt the industrial condominium format, an unprecedented management model that modernizes the administration of productive areas and ensures governance, infrastructure, and business attractiveness. The executive project is completed, with environmental licensing underway. The initial investments will be made by Codec, with its own resources.

Innovation - Technical director Ruy Klautau emphasized that Castanhal is the most advanced industrial project of the Company, bringing together more than 800 technical plants and unprecedented solutions in the State, such as the implementation of a Water and Sewage Treatment Station. “This level of planning raises the standard of industrial districts in Pará and positions the State as a national reference,” he stated.

For director Pádua Rodrigues, the project represents a new milestone in the state's industrial policy. “The entrepreneur will find a structured area, with energy, sanitation, and institutional support, ready to receive investments and generate jobs and income sustainably,” he reinforced.

Institutional Partnership - Legal coordinator Márcia Paes explained that the industrial condominium format represents a leap in governance and legal security, requiring adjustments in municipal legislation, especially regarding the collection of property tax (IPTU) and the administration of the area designated for the Small Industry Park.

Finance Secretary Gilberto Yamamoto acknowledged the importance of aligning the municipality's legal instruments with the new model and committed to bringing to the mayor of Castanhal, Hélio Leite, the proposal to create a specific law that includes tax incentives, such as temporary exemption from IPTU during the implementation phase. “The municipal management is working hand in hand with Codec and the state government to make the Industrial Condominium a concrete reality for Castanhal,” he assured.

Secretary Eduardo Espinheiro highlighted that the enterprise marks a new phase for the municipality. “The Condominium diversifies the productive base, boosts job creation, and strengthens local entrepreneurship,” he added.

Integration with the productive sector - Fiscal attorney Caroline Schaff proposed holding another business seminar in Castanhal to update the productive sector on the project's progress. The proposal was welcomed by Codec, which advocates constant dialogue with the business community as a pillar of industrial development policy.

It was decided at the meeting that Codec and the City Hall will organize the event later this semester, bringing together entrepreneurs, institutions, and local leaders to present the technical and environmental advances of the enterprise and detail the next steps for implementation.

During the meeting, the delegation also viewed the physical and virtual models of the Condominium, developed by Codec's technical team, which accurately illustrate the infrastructure, urban layout, and distribution of industrial areas. The presentations reinforced the dimension and economic and social impact of the project, which consolidates Castanhal as a new industrial hub of Pará and a reference for the North and Northeast of Brazil.

Economic and social impact - With the implementation of the enterprise, the economic projections are significant: the Industrial Condominium of Castanhal is expected to increase local industrial Gross Domestic Product (GDP) by up to 50% and raise the total GDP of the municipality by between 12% and 15%, according to technical estimates from Codec. The expectation is to generate approximately 8,800 jobs, both direct and indirect, boosting income, consumption, and the formalization of new businesses throughout the region.

With environmental licensing underway, and more than 80 companies already expressing interest in settling, the Industrial Condominium of Castanhal is consolidating as one of the main structuring enterprises of the Government of Pará.

Conceived and coordinated by Codec, the project combines urban planning, environmental responsibility, and administrative efficiency, reaffirming the state management's commitment to a modern, sustainable, and competitive development policy.

“Castanhal is the project that is at the forefront of Codec. It synthesizes the new way of thinking about the development of Pará: modern, sustainable, and connected with the demands of municipalities and the productive sector,” concluded director Pádua Rodrigues.

Codec continues to monitor each phase of the enterprise in an integrated manner, ensuring transparency, cooperation, and concrete results for the economy of Pará.
