COP30 Task Force Promotes 1,000 Services and Boosts Environmental Regularization in Pará
The action was carried out in eight municipalities simultaneously, aiming to advance in regularization and strengthen family farming.
The Government of Pará, through the State Secretariat for the Environment, Climate and Sustainability (Semas), held the COP30 Task Force on the 21st, 22nd, and 23rd, a task force that mobilized eight municipalities simultaneously to advance environmental regularization and strengthen family farming in the State. The initiative, integrated into the Regulariza Pará Program, promoted 1,000 services, bringing together efforts from federal, state, and municipal governments in an unprecedented cooperation action aimed at sustainability and regularization.
For the first time, the initiative took place simultaneously in the municipalities of Acará, Almeirim, Belém, Cametá, Mãe do Rio, Medicilândia, Moju, and Muaná, gathering technical teams, local partners, and representatives from different levels of Government in a large mobilization to accelerate environmental regularization and strengthen family farming in the State.
In the first two days, there were 1,000 services provided, benefiting family farmers and land reform settlers at different stages of regularization in the Rural Environmental Registry (CAR).
"The state government, through the Regulariza Pará/Semas Program, in partnership with the city hall, the Federal Government, and the Floresta Mais Program, joined efforts to provide this support service to family farmers. Those who had their CAR validated have already been referred for payment for environmental services. In other words, the farmer starts to be compensated for the forest surplus of the property," explained the Deputy Secretary of Environmental Management and Regularity of Semas, Rodolpho Zahluth Bastos.
"I am 33 years old, and this association has been around for 37. I believe this is one of the first achievements within these 37 years of our settlement. Today, this is a reason for joy; it is a victory for my father to be experiencing this moment," said Raelle Vinagre, a family farmer from the Santa Maria II settlement.
The task forces integrated various fronts of action associated with the CAR, such as Payment for Environmental Services (PSA), through the Floresta+ Amazônia Project, which offers financial incentives to small rural producers; technical support for the preparation of Recovery Projects for Degraded and Altered Areas (PRADAs) aimed at family farming; assistance to land reform settlements, with actions for individualizing CAR lots, and the task force for women, which valued female leadership in family farming and promoted direct access for women farmers to public policies for environmental regularization.
Female Leadership - One of the highlights was the municipality of Moju, which hosted for the first time a task force aimed exclusively at women farmers, in homage to the Pink October campaign. In Mãe do Rio, in addition to the CAR services, there was the delivery of the municipal qualification certificate for analysis and validation of the Registry, a milestone in the decentralization of environmental management in Pará.
During the action, Semas also celebrated concrete results: 11 registrations finalized and delivered in the Santa Maria I and II settlements, with enrollment in Floresta+ Amazônia, and another 40 expected to be delivered by the end of the week. The progress represents environmental regularization associated with income generation, as farmers who previously received R$ 1,500.00 for registration in the CAR began to receive up to R$ 10,000 with validation and access to PSA.
"I am happy to receive this certificate, which gives me the joy of saying that I am a true settler, recognized by the State. This is an honor. I want to encourage my brothers and friends from the settlement to preserve this blessed forest that we have, because we have grandchildren and others who will come after us," said Oswaldo Silva de Oliveira, a settler from Santa Maria II.
"These days of the COP30 Task Force are a great demonstration of how the Regulariza Pará Program is bringing public policy and environmental regularization to those who need it most. Each service represents a concrete step towards a more sustainable and just Pará," reinforced Assucena Lebre, coordinator in the Directorate of Geotechnologies and Environmental Regularity of Semas.
