State Investments in Infrastructure and Education Drive Development in Mosqueiro
Paving of urban roads and training of youth transform the quality of life and expand opportunities on the island
The Government of Pará is investing in the transformation of Mosqueiro Island, a district of Belém. With over 34 kilometers of paved roads, through the "Asphalt Throughout Pará" and "Asphalt COP" programs. Urbanization, one of the highlights among the investments, also includes drainage, signage, curbs, and sidewalks, promoting mobility, safety, and better quality of life for the population. At the same time, the Forma Pará Program expands access to Technical and Higher Education on the island.
“The state government's investment in asphalt in the neighborhoods and districts of Belém is a commitment of the current administration. Since 2019, Mosqueiro has been receiving infrastructure and urban mobility works that provide more dignity to the population,” highlights Ruy Cabral, Secretary of State for Public Works (Seop).
For Victor Dias, head of the State Secretariat for Science, Technology, and Higher, Professional, and Technological Education (Sectet), the development of infrastructure creates the necessary environment for investments in education and training to have an even greater impact. “With the Forma Pará Program, we open pathways for each citizen to develop their skills and seize new job opportunities. Investing in education is investing in the future of people and in the development of the state,” affirms the secretary.
The "Forma Pará" offers Bachelor's degrees in History and a Bachelor's in Tourism, in partnership with the Federal University of Pará (UFPA); a Technologist in Gastronomy, with the State University of Pará (Uepa), and a Bachelor's in Computer Science, offered by the Federal Rural University of the Amazon (Ufra). More than 70 students have already graduated on the island since 2024, expanding access to Technical and Higher Education, qualifying youth for new professional opportunities.
Peace of Mind - Student Ruan Santos, in the 8th semester of the Bachelor's in Computer Science, celebrates the opportunity to study on the island itself. “Before, I spent almost four hours on the bus commuting to and from university. It was very tiring. With the course happening here, we have more comfort and peace of mind to study. The 'Forma Pará' is transformative and brings real opportunities to places where Higher Education was almost inaccessible,” Ruan assures.
According to the student, the Program directly influences social, economic, and educational growth on the island. “I am very grateful to fulfill my dream of pursuing Higher Education in my community. The experience has been incredible. This opportunity provides a solid foundation, both technical and pedagogical, and is changing my perspective on the world,” he adds.
Qualification and Tourism - The State Secretariat for Tourism (Setur), in partnership with the National Rural Learning Service (Senar) and the Municipal Secretariat of Culture of Belém (Semcult), also promotes training aimed at the local workforce. In August, a Housekeeping course was offered, aiming to improve the tourist reception in Pará.
Resident André Matheus Raiol, 24, a participant in the course, highlighted the impacts of the qualification. “I learned hygiene techniques, organization, professional posture, and care for the well-being of guests. These are skills that go far beyond the basics and reflect the standards required by large tourist enterprises,” he says.
“This state investment attracts more visitors, boosts commerce, and generates new job opportunities, not only in hotels and inns but also in restaurants, transportation, and other sectors related to tourism. It is an important step for the sustainable growth of Mosqueiro and for improving the quality of life of the local population,” concludes André Raiol.
