PGE highlights the importance of female representation in panel on women's protection legislation at COP30

State attorney Anna Laura Maneschy brought fundamental reflections on gender equality and the construction of public policies aligned with SDG 5

The participation of the Attorney General's Office (PGE) on this Monday (17), during the eighth day of the 30th Conference of the Parties on Climate Change (COP30) held in Belém, Brazil, was highlighted in the panel "Legislations for the Protection and Defense of Pará Women Aligned with the Sustainable Development Goals (SDGs)", promoted by the Special Attorney for Women (Promulher), at the booth of the Legislative Assembly of Pará (Alepa), in the Green Zone space.

The event started at 9 am. The table was opened by the special attorney for women of Alepa, state deputy Paula Titan, who reinforced the relevance of the theme. "It is with great honor that we begin this panel thoughtfully designed, with the theme of protection and defense legislation for Pará women aligned with the Sustainable Development Goals. This female presence in the legislative space and the establishment of the Attorney's Office also encourages our male parliamentary colleagues to adopt this gender perspective on projects. And this was one of our objectives," highlighted the deputy.

The role of female representation in legislative production as a paradigm shift

Representing the institution, state attorney Anna Laura Maneschy brought fundamental reflections on gender equality and the construction of public policies aligned with SDG 5 of the United Nations (UN), which addresses gender equality and the empowerment of all girls and women.

According to the attorney, there is a direct relationship between female presence in power spaces and the development of legislation that is more sensitive to women's needs, which is one of the structural pillars for advancing SDG 5 in Pará.

"When we have more women in this power space, we produce legislation that is more focused on this group. This reaffirms how relevant representation is. I am very happy to be here because this theme resonates with me. It is my research object, and I believe we can have a very fruitful conversation," said Anna Laura.

UN Goals - The UN SDGs are 17 Sustainable Development Goals, a global agenda adopted by the UN in 2015, to end poverty, social inequalities, protect the planet, and ensure peace and prosperity for all people by 2030.

Thus, they are based on the pillars of sustainable development, which are: economic growth, social inclusion, and environmental protection, with their implementation being a shared responsibility among public authorities, businesses, civil society, and individuals.

SDG 5, which is the focus of this Monday's panel (17), aims to end discrimination and gender-based violence, ensure full and effective participation of women in all spheres of life, and guarantee equal rights in areas such as access to resources, work, and sexual and reproductive health.

"What does this have to do with COP30? Because we understand that the discussion is more focused on environmental law, and in reality, if we take a more attentive and intersectional look, we will see that gender intersects with all these demands made precisely in these SDGs, because if I am talking about climate change, I am talking about inequality. When I talk about greater participation in politics, I inevitably need to look at this group, which is the group of women. So, this relationship is often not obvious, but it is extremely necessary, because I can only achieve the greater goal, which is sustainable development, if I have policies aimed at this group, and it is precisely in this debate that our research group works, which focuses on public policies aimed at sustainable development, more specifically in SDG 5," Anna Laura added.

Official agenda of COP30 - The participation of PGE at COP30 continues throughout the conference, with new contributions to discussions on sustainability and environmental rights.

Next Thursday (20), National Black Consciousness Day, starting at 4 pm, at the booth of the Court of Accounts System, also in the Green Zone, state attorney Ibraim Rocha will speak about the "PGE Bill: Law that establishes the Month of Racial Literacy in Pará (Law No. 11.139/2025)." The law was proposed with the aim of encouraging the ongoing formation of a critical culture regarding racial issues and combating structural racism.

Also on Thursday (20), starting at 5 pm, PGE returns to the COP30 program to discuss its actions based on legal governance and sustainability, participating in the panel "REDD+: Free, Prior and Informed Consultations - Building Pará's REDD+ Jurisdictional System," promoted by the State Secretariat for Racial Equality and Human Rights (Seirdh). The debate will feature state attorney Ibraim Rocha and will be held at the Pará Pavilion, in the Green Zone space, in the Seringueira Room.
