Vice-Governor Hana Ghassan visits the Court of Accounts System booth in the Green Zone of COP30
The agenda reinforces integration between the Government of Pará and control bodies in the realization of the climate conference in Belém
The Vice-Governor of Pará, Hana Ghassan, visited on Tuesday (18) the booth of the Court of Accounts System, located in the Green Zone of the 30th United Nations Conference on Climate Change (COP30) in Belém. Welcomed by the president of the State Court of Accounts (TCE-PA), counselor Fernando Ribeiro, by the counselor of the Municipal Court of Accounts (TCMPA), Antônio José, and by the Attorney General of Accounts of the State, Stephenson Victer, the Vice-Governor reinforced the importance of integrated action between the Government of Pará and external control bodies for the success of the conference and its legacy for the population.
During the visit, Hana Ghassan emphasized that the realization of COP30 in Belém is the result of a collective and technically oriented effort, which involves rigorous oversight of public investments aimed at infrastructure, mobility, accommodation, and services planned for the event.
“It is a recognition, above all, that we are working with a common goal. The courts take care of public resources, help management stay on the right path, legality, and the good use of money. And this is essential for resources to be allocated to what will bring real benefits to the entire population,” said the Vice-Governor.
The Court of Accounts System brings together the Public Prosecutor's Office of Accounts of the State of Pará (MPC-PA), the State Court of Accounts (TCE-PA), the Municipal Court of Accounts (TCMPA), and the Public Prosecutor's Office of Municipal Accounts (MPCM-PA). In the Green Zone, the booth presents actions on environmental governance, transparency, and strengthening of climate policies, bringing public managers and society closer to oversight and guidance initiatives.
The Attorney General of Accounts of the State, Stephenson Victer, emphasized that the preparation for the conference was marked by preventive and guiding actions.
“The action of the Public Prosecutor's Office of Accounts, together with the State Court of Accounts, was a preventive work, of pedagogical guidance throughout the entire pre-COP stage. The State Government had a crucial role in this investment, and we, from the Public Prosecutor's Office of Accounts, along with the Court, did a guiding work in this regard,” he explained.
He added that, during COP30, the Court of Accounts System operates in an integrated manner in the Green Zone to share experiences and promote improvements in public management.
“We are here with a booth that represents the entire Court of Accounts System, sharing our experiences of external control, effective, pedagogical, and preventive actions in the areas of health, sustainability, and climate justice. We seek to contribute with our actions, inducing good experiences and good practices,” he emphasized.
Recognition of Belém's leadership
The president of TCE-PA, counselor Fernando Ribeiro, highlighted the ongoing partnership with the Government of Pará during the preparation of COP30, citing Hana Ghassan's leadership in aligning the state executive with control bodies.
“She has always been a very close link between the government and the Court, first as Secretary of Planning and then as Vice-Governor. As coordinator of the COP works, she kept the Court alongside every step,” he stated.
He recalled that the ongoing dialogue began with technical visits to the structural works.
“We came to see the physical works and today we are here, motivated by the desire to see COP happen, which we were sure would be a huge success,” he added.
Counselor Antônio José reinforced that COP30 is decisive for the future of environmental public policies, sanitation, and waste management. According to him, the integrated action of TCE, TCM, and the Public Prosecutor's Offices of Accounts stimulates debates and offers technical support to managers.
“We need to help in the formulation of public policies and put our technical capacity at the service of municipalities, whether in health, education, or the environment, always in partnership, because the population expects this from us and it is to them that we must account,” he stated.
Throughout the conference, the Court of Accounts System booth presents projects, research, publications, and monitoring instruments related to addressing the climate crisis and strengthening environmental governance. Among the highlights is the launch of the book “Structural Environmental and Climate Actions,” with contributions from the General Inspector of MPC-PA, Deíla Maia, and researchers in the field.
The space also serves as a meeting point for managers, students, civil society, and international delegations, highlighting the advancement of external control in modernizing the oversight processes of climate policies.
