Government of Pará advances with land regularization in Tucuruí, in the southeastern state

Families from the Cohab-Pimental residential area began to receive the title of ownership of their homes built in the 1970s

The Government of Pará, through the Housing Company of Pará (Cohab), is advancing with the land regularization work in the municipality of Tucuruí, in the Tucuruí Lake Integration region. The municipality has already accounted for about 300 property titles for families from the Pimentel Residential Complex, in the Cohab-Pimental neighborhood.

In total, the Cohab/Pimental complex has over a thousand housing units financed through Cohab. The president of the Housing Company of Pará, Manoel Pioneiro, details that the work carried out in the municipality of Tucuruí is part of a joint action that has already guaranteed more than ten thousand urban property titles for families in Pará, “ensuring that these families have the property title at no cost, since all expenses of the regularization process are covered by the Government of Pará, in partnership with the municipalities,” points out Pioneiro.

Land regularization is a process that seeks to guarantee the right to housing, promote the social function of urban property, and the sustainable development of the municipality. Cohab develops the Regularization Project (Reurb-S), which is the land regularization of social interest, aimed at areas predominantly occupied by low-income populations. The title is delivered at no cost to the beneficiary.

According to the Director of Housing Policy of Cohab (Diopl), Mariana Antunes, the Pimental neighborhood is a project executed by Cohab in the 1970s, and the delivery of property titles guarantees legal security, dignity, and full right to housing. “Land regularization brings direct benefits: it increases property values, facilitates access to financing, public services, and gives families the peace of mind of knowing that what is theirs is protected by law,” detailed the director.

The Regularization Project is aimed at families in situations of social vulnerability with a gross family income of up to 5 minimum wages, and who do not own another property. The action occurs through the execution of a set of legal, urban, environmental, and social measures.

The street vendor, Clemência Matos de Souza, who has lived for over 30 years in the Pimentel residential area, details that land regularization will help a lot, because she now intends to finish the construction of a commercial point in front of her house to have her own business.

“For many, many years we waited to have this document in hand to be able to make improvements to our homes, and now that I know it is really mine, I will pursue it, including the benefit from Cohab to finish my construction, as my house still needs finishing touches, I am very grateful for this document,” said Clemência.

The goal is the regularization of urban nuclei that have been occupied disorderly and, thus, guarantee the titling of their occupants, as a way to integrate these families into the territorial ordering of Pará.

The process of land regularization continues in the Cohab-Pimental complex until all its housing units are benefited. Currently, Cohab is working on land regularization, in addition to Tucuruí, in the municipalities of Belém, Ananindeua, Marituba, Castanhal, Acará, Redenção, Marabá, and Santarém.

During the titling process, the Government of Pará also carries out necessary works, which stimulates urban development and reduces land conflicts.
