Government of Pará announces investments of over R$ 400 million for state education in 2025
The announcement was made this Tuesday (27) to over 2,500 educators from across the state during the event 'For the education of Pará to continue growing', in Belém

In another action to boost public education in Pará, the State Government, through the State Department of Education (Seduc), announced massive investments for 2025 in the state network. A total of R$ 413 million will be invested through the School that Transforms program and the Money in the Pará School Program (Prodep). The announcement was made during the event "For the education of Pará to continue growing," which brought together over 2,500 educators, including school leaders and managers from all over the Pará territory, at the Hangar Convention & Exhibition Center of the Amazon, in Belém, this Tuesday (27).
"We will work with our teachers to ensure they are motivated and valued to meet the goals of improving the quality of education through assessment, improvement, establishing that the growth targets of Ideb can continue the evolution that the State has already experienced. We moved from 26th place to the greatest evolution, 6th place, but we want more, we want to be the best in Brazil and with this strategy we mobilize and stimulate teachers as the central piece with students and the school community," said the governor of Pará, Helder Barbalho.
On the occasion, the State's vice-governor, Hana Ghassan, noted that this moment reinforces the importance of investing in actions and projects for the quality of public education. "Today is the day to continue two programs that have been successful in education. We know that many actions have made education in Pará grow, but do you know what I respond when asked? That it was you, educators. You who agreed to be with us in this great process of transformation. Because when people do not want, when people do not embrace the project, it is of no use. If today we are in a much better situation, it is thanks to this collective work."
For the state management, quality education is made with commitment, which is why the Government of Pará created the "School that Transforms," the largest server bonus program. In 2023, 40,000 servers who contributed to achieving the goals based on the results of the Basic Education Development Index (Ideb) 2023 were benefited, where Pará jumped from 26th to 6th place in the national ranking.

"What we have already achieved in the State of Pará is being talked about all over Brazil. What they do not know is what we will continue to deliver when the Ideb 2025 results come out, which I know Pará will stand out, because the work we are doing is incredible. We were in 26th place in Brazil in high school, and with the work of everyone, throughout the State of Pará and across the State of Pará, for the first time in history we reached 6th place in Brazil with great pride and we can puff out our chests. We were the ones who grew the most in high school, we grew a lot. We are the only network that grew this way in Brazil, at all stages," emphasized the Secretary of Education of Pará, Rossieli Soares.

Now, the state government reaffirms this appreciation by announcing that, for 2025, R$ 313 million will be allocated through the program. State schools will be able to receive up to 3.5 salaries as recognition for achieving their individual goals, divided by criteria:
- 14th salary - Ideb Goal: Each school will have its own Ideb goal for 2025 at each stage: projected based on its result in 2023; and/or agreed upon with the school management.
- 15th salary - Grew, won: For every 0.10 growth in Ideb 2025, the award will be 10%, 20%, or 33% of the salary, accumulating up to 1 salary. The greater the growth, the greater the award.
- 16th salary - Highlight school: the best schools in the integration region that achieve the best performance and/or the best evolution in the Ideb of the region.
- Plus 0.5 salary: related to flow.
The start of payments is scheduled for October 2026, after the disclosure of the Ideb 2025 results by the Federal Government.
Advancement and appreciation - In 2018, the teaching staff received only R$ 3,578.06. Today, Pará pays the second-best starting salary for teachers, above the national minimum wage, according to the Teaching Profession Movement, in the amount of R$ 8,289.89 and an additional R$ 1.5 thousand in food vouchers. According to Inep, an agency of the Ministry of Education that conducts the Enem, Pará pays the highest average salary in the country to teachers, in the amount of R$ 11,447.48, 250% higher than the national average minimum wage. In addition, Seduc has already guaranteed, since 2023, a specific Career, Career and Remuneration Plan (PCCR) for the administrative and educational support staff of the department, with competitive and updated remuneration.

Investment and autonomy - The Money in the Pará School Program (Prodep) is a policy of the Government of Pará that strengthens the autonomy of schools, allowing the school community itself to decide where to invest. Since 2023, when the program was created, Governor Helder Barbalho's administration has transferred over R$ 140 million to eligible school units. For 2025, the amount will be R$ 100 million to the 700 eligible state schools. This totals over R$ 240 million allocated for small renovations and maintenance, as well as the possibility of acquiring educational and technological materials, and also supplementing school meals.
The head of the state executive also highlighted the importance of Prodep for the advancement of public education in Pará. "Direct money to the school is guaranteed so that resources can reach education, for the school to improve equipment, install air conditioning, and this decentralizes resources and management, allowing, at the grassroots level, knowing the school's problem, they can already solve it without needing to go through bureaucracy," said the governor.
For the director of the State School of Full-Time Renato Pinheiro Conduru, in Belém, Valdenor Cunha, the program is fundamental for improving the school environment and the teaching-learning process of students. "Prodep came in an exceptional way for schools because it gives us the conditions to work in a much larger context, especially for the full-time team. Thus, we can carry out renovations, repairs of everything the school needs. Prodep helps us to provide excellent teaching and learning conditions for the entire community. With the arrival of the program, everything changed. The school changed, the demeanor of the school community changed because this money is well applied in the right things," he said.

Commitment - Investing in education is a clear priority of the Government of Pará, which, through Seduc, has already made a series of relevant advances since the beginning of the current administration in 2019. A total of 170 schools have been completely rebuilt, 8 units of the program Daycare Centers throughout Pará, in addition to 3 new Centers for Innovation and Sustainability in Basic Education (Ciseb).
All 975 state schools have internet, making Pará one of the few states to guarantee 100% connectivity in schools. Still this year, Seduc launched the unprecedented Conecta Educação program, which allows any classroom or pedagogical space to transform into a laboratory. There are over 36,000 Chromebooks with carts that function as charging stations. In addition to the equipment, Seduc also guarantees basic and advanced training to enhance the use of resources focused on supporting and reinforcing the teaching-learning process.

Since 2023, state network schools have resumed receiving their own didactic material, developed by Seduc, and regionalized, which have enhanced the teaching process and enabled the recomposition of learning. Today, schools have Prepara Pará, Prepara Mais, Environmental Education notebooks, in addition to the didactic books of Alfabetiza Pará - which are also distributed to municipal networks in an effort to ensure that every child is fully literate by the age of 8.
Beyond large tangible investments, talking about education also involves appreciation, and this is already the administration that has most valued students and education servers. In 2023, the Government of Pará, through Seduc, created the Bora Estudar, the largest recognition and appreciation program for the state education network. More than R$ 165 million and 16,500 students have already been directly benefited by the initiative.
